Martin Luther King Jr Drive <br /> Decatur, IL 62521 <br /> Subject: Plant PLC Upgrades Ph1 <br /> Concentric Project Number:212493 <br /> Dear Mr.Weaver: <br /> The existing control panels at the treatment plants have reached the end of their serviceable life due to the Allen- <br /> Bradley SLC PLC/OITs becoming obsolete. If these control panels are not upgraded soon, the City risks an <br /> unplanned failure that will cost an excessive amount of time and money to resolve. <br /> Concentric recommends that the control systems are upgraded in phases to distribute the financial impact of the <br /> updates across multiple budget years. Concentric recommends that the City begins the upgrade process by <br /> upgrading the SCC-1,SCC-1A, and SCC-6 PLCs. The SCC-1A panel contains the logic processing unit that controls <br /> I not be <br /> s added to bring in additional signals that could panel. SCC-6 was g <br /> the Inputs/outputs (1/O) In the SCC-1 p g <br /> added to the existing SCC-1A logic processor due to the processor being at logical memory capacity. This same <br /> limitation creates a burden on the plant that doesn't allow for programming modifications or additions. <br /> Concentric recommends that these three panels be updated using the same Allen-Bradley ControlLogix 1/0 that is <br /> being added in the Clarifier Conversion project and was also added in the 2014 Johnson Controls project. <br /> Scope of Services <br /> Equipment <br /> Concentric will provide the following equipment: <br /> 1. Qty One (1) Control Panel with the following components mounted and wired inside a floor-standing <br /> NEMA 4 rafted enclosure: <br /> a. Allen Bradley ControlLogix PLC consisting of the following: <br /> i. Qty One(1)Allen Bradley 1756-L83E PLC processor <br /> ii. Qty Two(2)Allen Bradley 1756-A17 PLC rack <br /> iii.
