EXHIBIT A
BURNS NMC-DONNELL.
July 11, 2022
Paul Caswell,PE
City Engineer
City of Decatur Public Works Department
#1 Gary K. Anderson Plaza—3'Floor
Decatur,IL 62523
RE: Proposal for Engineering Services
Sewer Rehabilitation—Broadway and Jasper
Dear Mr. Caswell:
Burns&McDonnell Engineering Co.,Inc. (BMcD)has prepared a Scope of Services (Scope)per your
request for engineering services regarding the rehabilitation and improvements of two(2) large diameter,
combined sewers(Broadway and Jasper Street). The Scope is presented below.
BACKGROUND
The City of Decatur(City)has two large diameter combined sewers that require study and assessment.
The Broadway sewer consists of two segments: South Broadway and Upper Broadway. The Upper
Broadway sewer is egg-shaped brick construction varying in size from 28-inch wide by 42-inch high to
48-inch wide by 72-inch high, across multiple segments, with multiple manhole access points. The South
Broadway sewer is brick construction varying in size from 28-inch by 48-inch oval to an 84-inch circular
shape with multiple segments and manhole access points. The target study length for the Broadway sewer
is approximately 10,500 feet long.
The Jasper Street sewer is brick construction varying from 36-inch by 54-inch egg-shaped on the upper
end to a 72-inch circular shape on the lower portion. In parallel, the Jasper Street Relief sewer is
reinforced concrete pipe construction varying in size from 36-inch on the North end to 72-inch on the
downstream end, where it connects to the Jasper Street sewer. Both sewers have multiple segments and
manhole access points. The target study length for the Jasper Street sewer is approximately 8,200 feet
long. The target study length for the Jasper Street Relief sewer is approximately 3,900 feet long.
Both Broadway sewers and the Jasper Street sewer were constructed in the 1890s as combined sewers.
The Jasper Street Relief sewer was constructed in the 1940s as a combined relief sewer. The base flow
volume of these sewers has been reduced over the years;however, all the sewers have direct wet weather
inflow from catch basins and infiltration. The total sewer study length is approximately 22,600 feet. These
sewers serve a large industrial client, small industries, businesses, and local residences. The sewage has
an elevated temperature as result of industrial influent.
Additionally, as discussed in a memo from another City consultant on July 12,2021, a portion of this
sewer is located in a critical downtown corridor and has odor issues that requires further analysis and
evaluation.
200 W.Adams Street\Suite 2700\Chicago, IL 60606 A-1
0 630-724-3200\F 312-223-0920\burnsmcd.com
