EXHIBIT A
BURNS&MGDONNELL_
SCOPE OF SERVICES
TASK 1: KICK-OFF MEETING,INITIAL DATA GATHERING AND COORDINATION
BMcD will have an in-person kick-off meeting to start the project and address communication
procedures, confirm the overall project scope, and discuss critical path items. After the kick-off meeting,
BMcD will review the existing CCTV data provided by the City to identify gaps, missing information and
any other additional data that will be required to execute the project. BMcD will coordinate with the
City's current CCTV Contractor for them to provide the missing CCTV inspection information. BMcD
will provide up to three(3)additional days of on-site field work to assist the City's CCTV Contractor in
obtaining missing CCTV information. After the existing and new data has been reviewed, BMcD will
evaluate whether sewer cleaning is required and provide any required cleaning locations to the City. It is
assumed that a separate clean and CCTV project will be bid by the City,if needed. If a separate cleaning
contract is required(to be performed by others), BMcD assumes that a substantial portion(80%or more)
of the existing CCTV data will still be available for review and can be reviewed concurrently(see Task 3)
with the cleaning project. However, cleaning will only be recommended if BMcD believes there are pipe
segments that may not need to be rehabilitated.
Deliverables:
Kick-off Meeting Agenda and Meeting Minutes
Technical Memo(Additional Data Required)
Technical Memo(Sewer Cleaning Required)
TASK 2: MANHOLE CONDITION ASSESSMENT
BMcD will review, document, and summarize all findings related to deficiencies and existing conditions
of all manhole components(frame, cover,chimney,cone,wall,rungs,bench, channel, etc.).Up to a
maximum of 85 manholes will be opened and visually inspected with pole cameras that will be used to
assist in documenting the condition of the manholes within the project area without having to perform
confined space entry. BMcD owned tablets will also be used to track the manhole assessment data, which
can easily be formatted to upload into the City's existing GIS system.
Manhole location, condition of all components, debris or other obstacles, invert measurement, cover and
barrel diameter, and number and direction of influent/effluent pipes will all be identified. All condition
assessment work will be performed in accordance with NASSCO MACP standards.
In addition,up to a maximum of 15 catch basins and/or inlets in the downtown area will also be assessed
in the same manner as the manholes and in accordance with NASSCO MACP standards. These will be
utilized to assist in the development of recommendations for addressing odor mitigation.
It is assumed that the City(or a City Contractor) is able to provide on-site, full-time assistance with traffic
control(i.e. municipal car/truck with flashing lights) for structure assessment in difficult locations (e.g.
Illinois DOT roadways). It is assumed that BMcD will provide traffic control measures at all other
locations with assistance from a full-time technician to be provided by the City. BMcD has allotted ten
(10)working days for the field work outlined above. BMcD will provide one(1)inspector(NAASCO
certified)for the manhole, catch basin, and inlet condition assessment. The assessment results of this
condition assessment will be made available prior to the Report(see Task 5)in order to help facilitate any
improvements(e.g. catch basin and/or inlet replacement, etc.)the City may wish to perform to mitigate
odor issues associated with the sewer in the downtown area.
200 W.Adams Street\Suite 2700\Chicago, IL 60606 A_2
0 630-724-3200\F 312-223-0920\burnsmcd.com
