Police Department <br /> DATE: 7/27/2022 <br /> MEMO: 22-28 <br /> TO: The Honorable,Mayor Julie Moore Wolfe <br /> Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: The purpose of this memorandum is to request the City of Decatur assist in funding a crisis response program <br /> through Child 1st Center/Macon County HEALS. <br /> SUMMARY RECOMMENDATION: It is the recommendation of staff to provide$30,000 to Child 1st Center/Macon <br /> County HEALS to assist in funding the crisis response program,which is a partnership with the Decatur Police Department and <br /> Macon County HEALS. <br /> BACKGROUND: <br /> The Macon County HEALS (Helping Everyone Access Linked Systems)is a program of the Child 1st Center that works with <br /> victims of crime between the ages of 0-25. Macon County HEALS has been working with DPD to develop a program where <br /> they will respond to certain calls that the Decatur Police Department responds to in order to start working with <br /> families/individuals immediately following a violent crime. This will allow the crisis response workers to develop safety plans, <br /> make connections with other family members,assist in finding appropriate accommodations,and offer services to victims of <br /> trauma. <br /> With HEALS having the immediate and direct connection to victims,rather than relying on referrals,the HEALS program can <br /> ensure that all victims receive the information regarding services that are available. <br /> Macon County HEALS is seeking approximately$132,000 to fully fund this pilot program for one year. They have received <br /> $30,000 from the United Way,$30,000 from the Ballance Foundation,and$21,200 from the Violent Crimes Victim Assistance <br /> Act. If the City were to provide $30,0001,the program would be close to its final budget goal. <br /> PRIOR COUNCIL ACTION: None <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES: HEALS Program Overview <br /> STAFF REFERENCE: Shane Brandel,Chief of Police,424-2745,sbrandel@decaturil.gov <br /> BUDGET/TIME IMPLICATIONS: The funding for this request will come from ARP funds. DPD has a dedicated public <br /> safety funding line in the ARP funds. Outlined within the public safety line is$30,000 for drug,weapon and intervention <br /> programs.
