The third part of the written examination shall test the applicant's knowledge of selected <br /> City of Decatur Ordinances and Decatur Police Department Policies and Procedures. This <br /> portion of the exam shall consist only of multiple-choice,true/false, and fill in the blank <br /> questions. This part of the exam shall constitute 25 points of the overall written exam score. <br /> All parts of the written testing procedure shall be proctored and scored by a third party,to <br /> be determined by the City prior to the posting of the promotional opportunity. Once the tests are <br /> scored,the results shall be provided to the City's Human Resources Division, in addition to the <br /> Union. If requested within five (5)business days of the posting of the written examination <br /> results,the requesting candidates shall be provided their answers and the correct answers for the <br /> written exam. <br /> The exam proctor must have qualifications equal to a Ph.D. with teaching experience in <br /> English Communications. <br /> (d). Evaluation of Work Record. <br /> The work record scoring for this examination shall be based on an average of the <br /> employee's three (3)most recent recently completed full-year Civil Service Annual Performance <br /> Evaluations, and commendations and reprimands over the four year period of most recent active <br /> duty for the employee. Performance Evaluations filed with the Human Resources Division as of <br /> the date of posting of the promotional opportunity will be included in work record scoring. For <br /> purposes of this subsection, a"full year" is defined as an annual evaluation period in which the <br /> employee is absent from duty and/or on restricted duty status no more than 25%of the total time. <br /> Performance Evaluations: 15 points (maximum) <br /> Commendations/Reprimands: 5 points(maximum) <br /> Total Work Record Score: 20 points(maximum) <br /> Performance Evaluation Scoring shall be as follows. Scoring will be based on the <br /> following five (5) performance criteria found on the Civil Service Commission Annual <br /> Performance Evaluation Report: <br /> I. Initiative <br /> 2. Quality of Work <br /> 3. Job Knowledge <br /> 4. Customer Focus <br /> 5. Judgment& Decisions <br /> The employee's performance ratings on each of the above 5 criteria will be assigned values <br /> in whole numbers from 1 to 15 for each of his or her three(3)most-recent performance evaluations, <br /> with I for the lowest"Unsatisfactory"rating on each criterion to 15 for the highest"Outstanding" <br /> rating. The average value on each criterion will then be calculated using the employee's three <br /> most-recent evaluations. All average values will be rounded to the nearest whole number, where <br /> 12 <br />
