ARTICLE 8 <br /> RED UCTION IN PERSONNEL <br /> Section 1. When the number of persons authorized to a position classification in the <br /> classified police service is reduced, the employee with the least seniority in such position <br /> classification shall be the first to be reduced in rank or removed from the service if no reduction <br /> in rank is possible. When the number of persons authorized to the classified police service is <br /> reduced, the employee with the least seniority in the classified police service shall be the first to <br /> be removed from the service. <br /> A person reduced in rank shall receive the salary of the reduced rank. A person removed <br /> from service shall be considered furloughed without pay. If any position vacated, displaced or <br /> abolished because of reduction of force is filled or reinstated, the person last reduced in rank or <br /> furloughed from such position as the case may be if otherwise qualified shall be the first person <br /> restored or reinstated in such position. When such positions are to be filled or reinstated, notice to <br /> the eligible persons shall be given by registered mail at the address filed by said person with the <br /> Department. Written application for reinstatement must be made by the person seeking restoration <br /> to rank or reinstatement within fifteen (15) days from the date such notice was mailed to said <br /> address. A person seeking reinstatement from furlough may be required to submit to examination <br /> by physicians of the Civil Service Commission and the police pension board, or either of them,to <br /> determine the physical fitness of such person. <br /> ARTICLE 9 <br /> DISCIPLINE AND DISCHARGE <br /> Section 1. Upon just cause connected with or reflecting upon the public service, an <br /> employee may be administratively disciplined by a shift reprimand, division reprimand, <br /> department reprimand or suspension. An employee shall be entitled to comment upon any shift or <br /> division reprimand that is placed on record in the officer's file and such reprimand and any <br /> comments thereon shall also be forwarded immediately to the Chief if so requested by the <br /> employee or a commanding officer. <br /> Section 2. Reprimand shall be done in such manner as not to embarrass the employee <br /> before other employees or the public. <br /> Section 3. Suspensions, and discharge or removal from the classified service shall be <br /> in accordance with the ordinances of the City, the rules of the Civil Service Commission and the <br /> applicable provisions of State Law with regard to Civil Service Law for Cities,except as modified <br /> by the provisions of Article 9 and Article 20 hereof. <br /> Section 4. On an employee's anniversary date, no less than one year after disciplinary <br /> action is taken, upon said employee's request the Chief will review said employee's work record. <br /> 15 <br />
