proof of military service in such form as shall be applicable. The written request for the preference <br /> and the proof of military service shall be submitted to Human Resources by the application <br /> deadline. <br /> (g). Education Credit <br /> Persons who have earned a university or college degree or completed credit hours at an <br /> accredited institution of higher learning such as a university,college or junior college shall receive <br /> preference for promotions to positions in the classified service in the same manner as such <br /> preference is awarded for military service and in the amounts set out herein: <br /> Associates degree, or sixty(60)college credit hours 2.5 points <br /> Bachelors degree 5.0 points <br /> Five (5.0)points is the maximum total number of points that may be awarded. <br /> The written request for, and proof of, education credit shall be submitted to Human <br /> Resources by the application deadline. <br /> (h)Eligibility to take the sergeants examination requires that the police officer must have <br /> worked seven (7)years as a sworn officer as of the date of the application deadline. Five (5) <br /> years must be consecutive years served with the Decatur Police Department immediately <br /> preceding the application deadline. Up to two (2)years of previous service as a full time sworn <br /> officer with Decatur Police or in another jurisdiction will be counted towards the seven (7)years. <br /> (i). Violations of the application of the express provisions hereof may be grieved and <br /> arbitrated pursuant to Article 20,and the remedy for any such violation may include the adjustment <br /> of an applicant's placement on the promotional list. It is agreed, between the City and the Union, <br /> that any challenges to the correctness of any question or questions shall be determined in the <br /> following manner: <br /> Any officer who wants to challenge his or her answer or score on any portion of the <br /> promotional exam shall provide in writing a challenge to any specific question or questions to the <br /> Administrative Operations Deputy Chief, or designee, within fifteen (15) business days of the <br /> posting of the results of the portion of the exam/score in question. The challenging officer shall be <br /> afforded the opportunity to meet with the Administrative Operations Deputy Chief, or designee, <br /> within five (5) business days of the challenge to remedy the challenge. If the officer is still not <br /> satisfied with the results,the officer shall within five (5) business days of that decision notify the <br /> Administrative Operations Deputy Chief,or designee,in writing that he or she would like the issue <br /> resolved by a three person arbitration panel. The panel shall consist of the Chief of Police or <br /> designee, Union President or designee and a third party to be determined by agreement between <br /> the City and Union Executive Board. The decision of the panel shall be final. <br /> All challenges to questions utilized in the testing process shall be determined on the basis <br /> of the operational policy or procedure utilized in the Department at the time the test was given. <br /> 14 <br />
