Police Department <br /> DATE: 8/1/2022 <br /> MEMO: 22-29 <br /> TO: The Honorable,Mayor Julie Moore Wolfe <br /> Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane G.Brandel,Chief of Police <br /> SUBJECT: <br /> The purpose of this memorandum is to request the expenditure of funds to CDS Office Technologies for the purchase of <br /> upgraded Panasonich-Pro Body-Worn cameras and equipment for the Police Department,and for upgrading the Police <br /> Department's digital evidence system to a new unified digital evidence platform <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the council approve the expenditure$130,075.00 to purchase upgraded body worn cameras and <br /> equipment,and to upgrade the digital evidence system The total cost breaks down to$118,690.00 for the BWCs and <br /> equipment,and$11,385.00 for the digital evidence upgrade. <br /> BACKGROUND: <br /> The City of Decatur Police Department first purchased Panasonic Mark3 body worn cameras in 2020.At the time,Panasonic <br /> had already developed and was testing a newer version of a body worn camera,the BWC4000. Panasonic offered a trade in <br /> program to agencies that purchased their Mark3 cameras during a specified time frame,whereas the Mark3 cameras were eligible <br /> for a future free upgrade to the BWC4000 once the new camera was fully developed and deployed. The City purchased 122 <br /> Mark3 BWCs during the eligible trade-in time frame. The City later purchased 26 additional Mark3 BWCs that fell outside of <br /> the eligible time frame. <br /> Panasonic has provided a quote to upgrade 122 Mark3 BWCs for no cost,as well provided a discounted cost to upgrade the <br /> additional 26 Mark3 BWCs. The quote also includes costs for associated parts,such as spare batteries,charging bays and BWC <br /> docks. The quote also includes costs for additional 3-year licensing for the cameras;an expense the City would incur regardless <br /> of this upgrade. <br /> For many years,the Police Department has used a Panasonic evidence system to store digital files. Panasonic has a new, <br /> upgraded UDE(unified digital evidence)platform The included quotes include the cost to upgrade the current evidence system <br /> to the newer,windows-based platform. <br /> PRIOR COUNCIL ACTION: The Council first approved the purchase of body worn cameras in 2020. <br /> POTENTIAL OBJECTIONS: No objections are anticipated. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Shane G.
