September 15, 2022 <br /> TO: Mayor Julie Moore Wolfe & Decatur City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> RE: Library Building HVAC Improvements <br /> On June 20, 2022,the City Council approved a contract with Interior Specialty Construction, Inc. <br /> of Decatur for the addition of classrooms, offices and other interior improvements on the <br /> second floor of the Decatur Public Library building. These improvements are a key component <br /> of the City Council's efforts to enhance workforce development, workforce preparation, and <br /> improve integration and coordination with other agencies as they all work to raise the training <br /> levels and overall preparation of local residents to enter the local workforce and be successful. <br /> Work on this project has proceeded at a good pace, and much of the rough-in has been <br /> completed. In my June 16 transmittal memo to the council, I highlighted that the HVAC <br /> upgrades were not a part of Interior Specialty Construction's $645,749 bid, and that we would <br /> bring the HVAC part of the project back to the City Council at a later time.The reason the HVAC <br /> systems have to be changed and upgraded is that existing components are more than 30 years <br /> old, and because they were designed for a single large open space (like a retail store), not for <br /> multiple classrooms, offices, IT closets, and other small rooms. <br /> The existing HVAC system and controllers are proprietary equipment of Johnson Controls, Inc. <br /> Staff has negotiated a proposed service contract with Johnson Controls for providing everything <br /> the city will need for the entirety of the south side of the Library Building's second floor.This <br /> includes fixing air-handling problems currently being experienced by Project Read and the <br /> Everside Employee Clinic.The total cost is$89,678. Details about what Johnson Controls will <br /> provide are included in the council packet. It is recommended that this additional expenditure <br /> be approved. <br />
