September 15, 2022
TO: Mayor Julie Moore Wolfe & Decatur City Council Members
FROM: Scot Wrighton, City Manager
RE: Library Building HVAC Improvements
On June 20, 2022,the City Council approved a contract with Interior Specialty Construction, Inc.
of Decatur for the addition of classrooms, offices and other interior improvements on the
second floor of the Decatur Public Library building. These improvements are a key component
of the City Council's efforts to enhance workforce development, workforce preparation, and
improve integration and coordination with other agencies as they all work to raise the training
levels and overall preparation of local residents to enter the local workforce and be successful.
Work on this project has proceeded at a good pace, and much of the rough-in has been
completed. In my June 16 transmittal memo to the council, I highlighted that the HVAC
upgrades were not a part of Interior Specialty Construction's $645,749 bid, and that we would
bring the HVAC part of the project back to the City Council at a later time. The reason the HVAC
systems have to be changed and upgraded is that existing components are more than 30 years
old, and because they were designed for a single large open space (like a retail store), not for
multiple classrooms, offices, IT closets, and other small rooms.
The existing HVAC system and controllers are proprietary equipment of Johnson Controls, Inc.
Staff has negotiated a proposed service contract with Johnson Controls for providing everything
the city will need for the entirety of the south side of the Library Building's second floor. This
includes fixing air-handling problems currently being experienced by Project Read and the
Everside Employee Clinic. The total cost is$89,678. Details about what Johnson Controls will
provide are included in the council packet. It is recommended that this additional expenditure
be approved.
