EXHIBIT A: PROPOSED SCOPE
PROJECT APPROACH: PART ONE TASKS
INTRODUCTION
This is an exciting opportunity to help the City of Decatur chart the course for their future.
As Decatur looks for a modern facility that can accommodate fixed route and paratransit
services from a mix of operators in addition to individual forms of transit, like electronic
scooters and bikes. For such a complex program,it will take a design team that not only
understands each type of use on its own,but also a team that can then take all those
functions and blend them cohesively into a facility that functions perfectly and looks
amazing. That is why this is such an ideal project for the Bowen Team.We have the expe-
rience and design expertise needed to translate your program into reality.
The first step is a comprehensive master plan devoted specifically to this initiative. We
understand how crucial this type of study can be—we have presented on the importance
of master planning at regional transit conferences. We see this study as a fundamental
step that will:
• identify and engage key stakeholders
• define potential challenges and propose solutions
• set preliminary expectations for project scope, scale, and cost.
This approach will describe our process for creating a dynamic long-term planning
document that provides a conceptual layout to guide future growth and development.
TASK A - CAMPUS MASTER PLAN
The beginning steps of any project are truly the most important. They lay the groundwork
for everything that is to follow. Our team will work diligently to gain a better understanding
of the functional needs of the user groups. Our efforts during this phase will include:
• Meet with the City, the VAC and Huskie Lines at the existing facility for a Project
Kick-Off Meeting,to review and discuss the goals and objectives for the project.
• Interview all of the appropriate staff from all user groups to gather the
information and the data needed to develop the program.
• Review and research any previously prepared programming and/or planning
studies.Discuss these with the City to determine their validity as it relates to the
current and future needs.
• Spend time on location reviewing the current operations(function, flow,
maintenance,fueling,wash,schedules,administrative functions,etc.)to gain a
better understanding of how all of the user groups work on a day-to-day basis.
Project Kick-Off
The project will start with a kick-off meeting that brings all the team members and stake-
holders together to build a consensus around project goals and objectives. This meeting
will clearly define avenues and methods of communication.Over the course of the meet-
ing,and as part of the follow-up,the Bowen Team will establish a Project Management
Strategy that lays out information sharing protocols and a preliminary schedule of
meetings to follow. We will also map out a plan for engagement the public throughout the
course of this study. We will review and research any previously prepared programming
and/or planning studies and discuss these with the City to determine their validity as it
relates to the current and future needs.
Charettes and Assessment
PROPOSAL FOR ARCHITECTURAL SERVICES I DECATUR TRANSIT MASTER PLAN Bowen
CI I OF DECATUR,ILLINOIS 3
