EXHIBIT A: PROPOSED SCOPE <br /> PART ONE TASKS <br /> After the kick-off meeting,the Bowen Team will conduct an on-site charette,which will <br /> include group interviews to gain more knowledge as to your needs and requirements as <br /> well as the existing condition and use of the current transit center.We will look at issues <br /> like site security and ADA accessibility This will require several meetings and an on-site <br /> walk-around.We will spend time on location reviewing the current operations(function, <br /> flow,maintenance,fueling,wash,schedules,administrative functions,etc.)to gain a better <br /> understanding of how all of the user groups work on a day-to-day basis. <br /> During this phase we will meet with key individuals to gain their input and understanding <br /> of the requirements for this Project.We will also meet with external stakeholders includ- <br /> ing other county transit authorities and shared space users.Only then can we begin to <br /> develop a design that will meet your current and future needs. <br /> By understanding everyone's distinct operations,we can develop a program that accom- <br /> modates everyone's unique needs while finding opportunities for efficiencies and <br /> collaboration through shared spaces.Working with Decatur,it will be our goal to define <br /> the functional,operational,programmatic,and financial goals of the project. <br /> TASK B - DRAFT FACILITY PROGAM <br /> Program of Requirements <br /> We will begin to define and finalize a list of programming spaces for the development <br /> of the new facility.This would be a detailed spreadsheet that identifies each space, <br /> requirements.From this we will develop a Program of <br /> Its size,as well as Its functionalq P 9 <br /> Requirements.This Program will be the roadmap for the design of the building.It will con- <br /> sider all the required spaces,as well as circulation,to define the overall square footage <br /> of the building and the required utilities and systems for each space.Bowen has a great <br /> deal of experience in this building type,so we have the knowledge and understanding to <br /> create a very detailed Program. <br /> Site Development <br /> The Bowen Team has completed site master plans for transit agencies and mixed-use <br /> retail and residential properties.Our designs emphasize safety and security,sustainability, <br /> universal design,and flexibility. <br /> • Safety and Security—Our design uses a mix of environmental design,access <br /> control,and surveillance to deter ensure site safety. <br /> • Sustainability—We are focused on creating spaces that improve the comfort, <br /> health and safety of users and the surrounding community.We emphasize <br /> efficient resource utilization including renewable energy sources where feasible, <br /> ease of material sourcing,ease of maintenance,and community integration.In <br /> addition to designing sustainable facilities,we can help plan for and implement <br /> low-emission fueling like CNG or electric buses. <br /> • Universal Design—Our site development is easy to use and easy to understand <br /> regardless of user's gender,ethnicity,health,size,experience,knowledge, <br /> language skills,abilities,or disabilities. <br /> • Flexibility—We evaluate future transit needs and potential system expansion into <br /> our site layout. <br /> Site Access and Circulation <br /> Our site access and circulation experience includes the evaluation and design of site <br /> PROPOSAL FOR ARCHITECTURAL SERVICES I DECATUR TRANSIT MASTER PLAN Bowen <br /> CITY OF DECATUR,ILLINOIS 4 <br />
