EXHIBIT A: PROPOSED SCOPE
PART ONE TASKS
access for pedestrians, bicyclists, vehicles and transit buses.
• Connectivity—Effective transit requires streets to accommodate transit vehicles,
pedestrians and bicycles.Urban focuses on both the pedestrian use and transit
operations including an evaluation of bus turn radii and the impact on pedestrian
access.
• Universal Access—Our design focuses on both access within the transit facility
as well as access from the surrounding areas. This includes evaluating boarding
areas, sidewalk approaches and the interaction with adjacent businesses,
crosswalks,pedestrian,bicycle,and vehicle separations.
• Wayfinding—We can explore a mix of electronic and digital wayfinding to create
a facility that is easy to navigate for staff and guests.
Fueling
The transit industry is constantly evolving to be more efficient and meet the needs of
its passengers.Low emissions or zero emissions vehicles are trending as the future of
transit agency vehicles. The conversion to CNG or electric bus fleet is a highly challenging
endeavor for many agencies. Many maintenance facilities have been built to service
diesel powered vehicles. These facilities will need to be renovated to meet these
vehicles'unique maintenance requirements.Additionally, these vehicles require upgrades
to the facility utility infrastructure. The Bowen Team understands these challenges
and has been assisting transit agencies with planning and executing upgrades to their
maintenance and multimodal facilities to meet the needs of the new vehicles. We will
design with the future in mind and design the infrastructure and facilities to accommodate
these fleet conversions with no to minimal rework of electrical, natural gas the building
facilities improvements.
MEP Systems
Operations and maintenance budgets are always tight.Providing MEP systems design
that are energy efficient and easy to maintain is our primary focus for institutional facility
owners such as transit agencies. While first costs(capital)costs are critical to control,O&M
costs for MEP systems can be 10 times the first cost over the 50-year life of the building.
We will perform total life cycle cost analysis on different systems and work with Decatur to
choose systems that meets its needs.
Estimate
Developing a reliable cost estimate requires several skills. Our approach is to conduct a
technical interview with NV5,our estimating consultant, and the design team to establish
preliminary project parameters.Further details and quantities are derived from the design
documentation, programming analysis, sketches, etc. The main cost drivers are given the
majority of the attention and no significant element is ever excluded.Historic cost data,
from our own portfolio of work is also analyzed.A written"Basis of Estimate"explains the
approach and methodology that serves as the foundation of the estimate's credibility. We
will consolidate all the findings into a consolidated report with our recommendation for
the best direction to go and why.
PROPOSAL FOR ARCHITECTURAL SERVICES I DECATUR TRANSIT MASTER PLAN Bowen
CI I Y OF DECATUR,ILLINOIS 5
