MEMORANDUM OF UNDERSTANDING <br /> This MEMORANDUM OF UNDERSTANDING("the "MOU")is made as of November <br /> 11, 2022,by and between the CITY OF DECATUR and the DECATUR PUBLIC LIBRARY <br /> (collectively the "Employer") and COUNCIL 31, AMERICAN FEDERATION OF STATE, <br /> COUNTY AND MUNICIPAL EMPLOYEES,AFL-CIO(the"Union")on behalf of AFSCME <br /> LOCAL 268. <br /> RECITALS <br /> WHEREAS, the Employer and the Union are parties to a Collective Bargaining <br /> Agreement(the"CBA")covering the period May 1,2017,through December 31,2026; <br /> WHEREAS, Employer and the Union informally discussed modifications to the CBA <br /> including a salary increase in 2023 for covered employees of three and one-half percent (3.5%) <br /> and a one-time one-half percent(.5%)bonus, adding Juneteenth as a holiday, and extending the <br /> term of the CBA for an additional year to December 31,2027; and <br /> WHEREAS,the Union ratified the proposed CBA modification on October 26,2022,and <br /> the parties desire by this MOU to formally amend and modify the CBA as expressly set forth <br /> herein. <br /> NOW, THEREFORE, in consideration of the Recitals set forth above,the parties agree <br /> as follows: <br /> 1. Article XXIV. Article XXIV of the CBA regarding Wages is struck in its entirety and <br /> replaced with the following: <br /> "ARTICLE XXIV <br /> WAGES <br /> (A) On May 1, 2017, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by two percent(2.0%),which rates are set forth in the attached Salary Schedules. <br /> (B) On January 1, 2018, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by three-quarter percent (.75%), which rates are set forth in the attached Salary <br /> Schedules. <br /> (C) On January 1, 2019, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by one and three-quarter percent(1.75%),which rates are set forth in the attached <br /> Salary Schedules. <br /> (D) On January 1, 2020, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by one and five-tenth percent (1.5%), which rates are set forth in the attached <br /> Salary Schedules. <br />
