STAFF REPORT <br /> To: Mayor Julie Moore Wolfe <br /> City Council Members <br /> From: Scot Wrighton, City Manager <br /> Shane Brandel, Chief of Police <br /> Subject: Purchase of GrayKey License Renewal <br /> BRIEFING ITEM <br /> RECOMMENDED ACTION: <br /> Approve by resolution the purchase of the GrayKey license renewal for the Decatur Police <br /> Department. <br /> BACKGROUND: <br /> Today,virtually every criminal investigation involves digital evidence which is why the Decatur <br /> Police Department has six(6)personnel extensively trained in the extraction and analysis of <br /> digital data. The Decatur Police Department has utilized Grayshift LLC's GrayKey since <br /> 2018. Grayshift LLC developed GrayKey which is a state-of-the-art mobile digital forensic <br /> access tool that extracts encrypted or inaccessible data from mobile devices. <br /> In the field of digital forensics, mobile devices often contain critical information. Accessing data <br /> from various devices is crucial in criminal investigations. GrayKey provides the most <br /> comprehensive iOS and modern Android device support allowing the full content to be <br /> extracted. GrayKey also integrates easily with other forensic analysis products utilized by the <br /> Department. By doing this, GrayKey allows the Decatur Police Department to obtain a more <br /> complete and detailed data extraction giving our Criminal Investigations Division access to <br /> critical evidence. <br /> The Decatur Police Department's annual renewal license is for the Premier version of GrayKey <br /> which provides two(2)devices under one license and unlimited iOS and Android <br /> extractions. The below yearly data shows the total mobile device extractions completed by the <br /> Decatur Police Department using GrayKey: <br /> 2022: 208 (iOS) and 33 (Android) <br /> 2021: 265 (iOS) <br /> 2020: 306 (iOS) <br /> 2019: 389 (iOS) <br /> GrayKey is necessary to resolve critical investigations quickly and enhance public safety in <br /> Decatur. The annual renewal license for GrayKey-Premier Unlimited iOS and Android <br /> extractions with two (2)devices is $45,995.00. This expense is budgeted in the 2023 ARP line <br /> for public safety. The license would be valid from February 1, 2023-January 31,2024. <br />
