1/11/23,2:25 PM Item Coversheet <br /> Public Works <br /> DATE: 1/9/2023 <br /> MEMO: 2023-07 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with Traffic Control Corporation for the <br /> Purchase of Traffic Signal Controllers and Cabinets,City Project 2022-07 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign and the City Clerk to attest <br /> awarding the Contract for the delivery of traffic signal controllers and cabinets,City Project 2022-07,to Traffic Control <br /> Corporation,as the lowest,responsible bidder in the amount of$147,389.00. <br /> BACKGROUND: <br /> State Motor Fuel Taxes are levied and collected by the State of Illinois;funds are allocated to local agencies,and are administered <br /> by the Illinois Department of Transportation(IDOT). The City is required to adopt a resolution specifying the allocation of State <br /> MFT funds to their intended projects. <br /> Project Description <br /> Many of the City's traffic signal cabinets are 15-20 years old and in need of replacement. This purchase of controllers and cabinets <br /> will replace existing equipment at the intersections along Main Street and Franklin St(N&S Business 51)through downtown. <br /> Along with the reduced maintenance cost and spare parts concerns,the new equipment is updated which allows us to utilize newer <br /> technology today and in the future. The selected intersections do not have vehicle detection and they operate off a time-based <br /> coordination program. The following 11 intersection are proposed <br /> South Main Street(South Bound Franklin Street(North Bound Bus.US <br /> Business US 51)Intersections 51)Intersections <br /> North Street Decatur Street <br /> William Street Wood Street <br /> Prairie Street Main Steet <br /> Main Street Park Street <br /> Wood Street William Street <br /> North Street <br /> Letting Results <br /> The project scope and specifications were prepared by the Engineering Division and reviewed and approved by the Illinois <br /> Department of Transportation. The project was advertised on December 15 and December 22,2022,and bids were opened on <br /> January 5,2023. The results of the letting are as follows(bid tabulation attached): <br /> Compared to <br /> Bidder Total Bid Price Engineer's Est. <br /> Over(Under) <br /> Traffic Control Corp. $147,389.00 (1.74%) <br /> Engineer's Estimate $150,000.00 <br /> One company and two plan rooms took out bid packages for the Traffic Signal Controllers and Cabinets,and one submitted a bid. <br /> Traffic Control Corp.provided the lowest responsible bid at 1.74%below the engineer's estimate.
