SUB-RECIPIENT AGREEMENT BETWEEN CITY OF DECATUR,ILLINOIS <br /> AND DOVE INCORPORATED FOR RENT, MORTGAGE AND UTILITY <br /> ASSISTANCE UTILIZING CDBG-CV FUNDS <br /> This Agreement("Agreement") is made and entered into between the City of Decatur, <br /> Illinois, an Illinois municipal corporation("City") and Dove Incorporated, an Illinois not for <br /> profit(Sub-recipient), for and in consideration of the mutual covenants and promises and good <br /> and valuable consideration contained herein. <br /> WHEREAS, the City has received Community Development Block Grant (CDBG-CV) <br /> funds to be utilized to prevent,prepare for, and respond to the coronavirus; and, <br /> WHEREAS,the City wishes to engage the Sub-recipient in utilizing such funds in <br /> accordance with HUD guidelines and Federal regulations; and, <br /> WHEREAS, Dove Inc.'s mission is an organization that engages religious institutions, <br /> volunteers, and advocates seeking to coordinate efforts to address unmet needs and social <br /> justices. These needs are met through coordinated programs focusing on domestic violence, <br /> homelessness, education, volunteer and community empowerment, and individual emergency <br /> need fulfillment. Dove works for justice, equality, and understanding among all people; and, <br /> WHEREAS,the City has determined that Dove Inc.,has the capacity to administer and <br /> implement rent, mortgage, and utility assistance. <br /> NOW,THEREFORE, in consideration of the mutual promises and covenants, it is <br /> agreed between the parties hereto the following: <br /> Section 1. The City agrees to appropriate an amount not to exceed Two Hundred and <br /> Fifty Thousand Dollars ($250,000) from its portion of the CDBG-CV funds to Dove Inc. for rent, <br /> mortgage, and utility assistance. <br /> Section 2. The Sub-recipient shall be responsible for administering the funds in a manner <br /> satisfactory to the City and substantially consistent with any standards and regulations that are <br /> specified in this Agreement and adherence to the same is a condition of providing these funds. <br /> Section 3. The Sub-recipient agrees to expend the total amount of CDBG-CV funds <br /> covered in this Agreement, solely for the agreed upon activities and in accordance with the <br /> conditions outlined in this Agreement. <br /> Section 4. The Sub-recipient will be responsible for reviewing, following, and <br /> determining all applicable federal, State and local laws, statutes and other regulations relating to <br /> the use of CDBG-CV funds provided under this Agreement. <br /> Section 5. The CDBG-CV funds provided by the City shall only be used by the Sub- <br /> recipient for residents in Decatur and for the purposes of and pursuant to and under the terms of <br /> this Agreement. <br />
