SUB-RECIPIENT AGREEMENT BETWEEN CITY OF DECATUR,ILLINOIS AND DOVE INCORPORATED FOR RENT, MORTGAGE AND UTILITY ASSISTANCE UTILIZING CDBG-CV FUNDS This Agreement("Agreement") is made and entered into between the City of Decatur, Illinois, an Illinois municipal corporation("City") and Dove Incorporated, an Illinois not for profit(Sub-recipient), for and in consideration of the mutual covenants and promises and good and valuable consideration contained herein. WHEREAS, the City has received Community Development Block Grant (CDBG-CV) funds to be utilized to prevent,prepare for, and respond to the coronavirus; and, WHEREAS,the City wishes to engage the Sub-recipient in utilizing such funds in accordance with HUD guidelines and Federal regulations; and, WHEREAS, Dove Inc.'s mission is an organization that engages religious institutions, volunteers, and advocates seeking to coordinate efforts to address unmet needs and social justices. These needs are met through coordinated programs focusing on domestic violence, homelessness, education, volunteer and community empowerment, and individual emergency need fulfillment. Dove works for justice, equality, and understanding among all people; and, WHEREAS,the City has determined that Dove Inc.,has the capacity to administer and implement rent, mortgage, and utility assistance. NOW,THEREFORE, in consideration of the mutual promises and covenants, it is agreed between the parties hereto the following: Section 1. The City agrees to appropriate an amount not to exceed Two Hundred and Fifty Thousand Dollars ($250,000) from its portion of the CDBG-CV funds to Dove Inc. for rent, mortgage, and utility assistance. Section 2. The Sub-recipient shall be responsible for administering the funds in a manner satisfactory to the City and substantially consistent with any standards and regulations that are specified in this Agreement and adherence to the same is a condition of providing these funds. Section 3. The Sub-recipient agrees to expend the total amount of CDBG-CV funds covered in this Agreement, solely for the agreed upon activities and in accordance with the conditions outlined in this Agreement. Section 4. The Sub-recipient will be responsible for reviewing, following, and determining all applicable federal, State and local laws, statutes and other regulations relating to the use of CDBG-CV funds provided under this Agreement. Section 5. The CDBG-CV funds provided by the City shall only be used by the Sub- recipient for residents in Decatur and for the purposes of and pursuant to and under the terms of this Agreement.
