Exhibit 1 <br /> FAP 320 (IL 121) <br /> Section: 101 RS-2 <br /> CITY Section: 22-00215-00-TL <br /> Macon County <br /> Job No.: C-97-004-16 <br /> Agreement No.: JN 722 003 <br /> Contract No.: 74739 <br /> AGREEMENT <br /> This agreement entered into this day of A.D., 2023, by and between <br /> the STATE OF ILLINOIS, acting by and through its DEPARTMENT OF TRANSPORTATION <br /> hereinafter called the STATE, and the CITY OF DECATUR, in the State of Illinois, hereinafter <br /> called the CITY. <br /> WITNESSETH: <br /> WHEREAS, the STATE, in order to facilitate the free flow of traffic and ensure safety to <br /> the motoring public, is desirous of improving approximately 21,722 feet (4.1 miles) of FAP 320 <br /> IL 121), State Section 101 RS-2, CITY Section 22-00215-00-TL from the south Village limits of Mt. <br /> Zion north to its intersection with U.S. 36 in Decatur, by milling and resurfacing, patching, repairing <br /> curb, gutter and medians, constructing Americans with Disabilities Act (ADA) compliant curb <br /> ramps, modernizing or replacing existing traffic signal systems and by performing all other work <br /> necessary to complete the section in accordance with the approved plans and specifications; and <br /> WHEREAS, the improvements to FAP 320 (IL 121) shall consist of: <br /> 1. 2,850 FEET SOUTHEAST OF MAIN STREET IN MT. ZION TO 450 FEET SOUTH OF LOST <br /> BRIDGE ROAD: This portion of the project is not within the CITY limits of DECATUR and are <br /> not discussed in this agreement. <br /> 2. 450 FEET SOUTH OF LOST BRIDGE ROAD TO EVERGREEN COURT: Mill and resurface <br /> the existing 62-foot edge-to-edge pavement width, providing for two 12-foot wide through <br /> traffic lanes in each direction and a 14-foot wide two-way left-turn lane and retaining the <br /> existing combination concrete curb and gutter; mill and resurface the existing 12-foot and <br /> variable width northbound right turn lane between Fitzgerald Road and Southgate Drive; <br /> improve existing traffic signals and attached highway lighting at the intersections of FAP 320 <br /> (IL 121) with Lost Bridge Road and Southgate Drive. <br />
