Zion Road)from its intersection with US 36 to the edge of City <br /> Limits. <br /> 1.Resolution authorizing an agreement with the State of Illinois for the improvement of IL 121 including pavement,traffic <br /> signals,sidewalks and curb and gutter. The Agreement is for$119,060 with a provision to provide any additional funds to <br /> cover the actual costs. This Resolution is Exhibit A in the City-State Agreement. <br /> 2.Resolution appropriating$119,060 in State Motor Fuel Tax(MFT)Funds to pay for the City's portion of the improvements <br /> as outlined in the City-State Agreement. <br /> BACKGROUND: <br /> State funding has been allocated for the improvements of IL 121 (Mt. Zion Rd.)from its intersection of US 36 and Airport Rd. <br /> through the Village of Mt.Zion. The work is to include milling off the existing pavement and overlaying the road with new <br /> asphalt and improving the traffic signals along the route. The State will be using federal safety funds to cover 90%of traffic <br /> signal cost. The remaining 10%is split between the State and the City as per the traffic signal master agreement. The State is also <br /> covering 80%of the cost to mill and overlay all City maintained approaches and turn lanes. <br /> The Agreement includes the traffic signal replacements at US 36,Airport Rd,and IL 121;Maryland St. and IL 121;Aldi Dr. and IL <br /> 121; Southgate Dr. and IL 121;and Lost Bridge Rd and IL 121. Lost Bridge Rd is owned by Macon County but is maintained by <br /> the City,the$5,175 cost for the replacement will be reimbursed by County per the City/County Traffic Signal Maintenance <br /> Agreement. <br /> The project also includes median widening on Airport Rd at the Decatur and Eastern Illinois Railroad. The Illinois Commerce <br /> Commission(ICC)is working with the Decatur and Eastern Illinois Railroad for the installation of gates at this crossing. The <br /> current median is not wide enough to handle the crossing arm and counterweight. The work will be 100%reimbursable through <br /> the Grade Crossing Protection Fund and an ICC order is expected soon. The ICC requires that the order and reimbursement be to <br /> the owner of the road jurisdiction.
