SECTION 2 : <br /> PROJECT <br /> PROJECT MANAGEMENT TEAM <br /> With any project, it is important to have available the skills necessary to complete each task successfully and a sound <br /> management structure to ensure that all project assignments are completed efficiently and within schedule and budget. The <br /> three key members of the Benesch Project Management Team are introduced briefly below. Additional information about their <br /> qualifications and related project experience is provided in their resumes, included later in this section with those of all other <br /> proposed key project staff for the COA effort. <br /> ,x Randy Farwell will serve as the Project Manager for the City's COA project. He will work closely with Joel <br /> u. and City/DPTS staff throughout the effort as a key point of contact and to help ensure that all project tasks <br /> are successful) completed in quality fashion. He has 36 ears of experience in transportation and transit <br /> Y P q Y Y P P <br /> planning, operations and management, and wide-ranging experience with BRT, bus, commuter rail, light rail, <br /> flex, human service and mobility-on-demand (MOD)services. His work includes developing and deploying <br /> transit services,system analysis and redesign,corridor studies, National Environmental Policy Act(NEPA) and <br /> Federal Transit Administration (FTA) documentation and the application of technology to transit. <br /> Randy is especially adept at working successfully with his transit agency clients as he previously served <br /> as Director of Planning for the Central Florida Regional Transportation Authority(LYNX, Orlando, FL) and <br /> as Planning Manager for the Potomac&Rappahannock Transportation Commission (VA),where he was <br /> instrumental in the start-up of the Virginia Railway Express commuter rail and the development of OmniLink <br /> Flexroute,the first ITS-enhanced flexroute in the US(1994). He has significant experience leading successful <br /> transit master planning efforts, operational analyses and system redesign plans. He is also a national expert <br /> in the planning, application and implementation of MOD and microtransit services. <br /> Joel Rey, PE,AICP,will serve as the Senior Advisor/Quality Assurance and help ensure overall quality of <br /> the study effort as well as availability of necessary staff resources. He has been involved in transportation <br /> planning and research for more than 33 years,with a particular emphasis on transit operations and planning. <br /> His expertise includes transit development planning and visioning, operations analysis, ridechecks and <br /> surveys,transit facility/infrastructure planning and accessibility, performance assessment,transit financial <br /> planning,transit market assessment and bus rapid transit(BRT), among others. Joel has managed or <br /> directed numerous transit projects, including many vision planning efforts and COAs. One of his more recent <br /> successes involved a complete system analysis and network redesign for TANK in Northern Kentucky(Fort <br /> Wright, KY)that was implemented successfully in 2021 to improve mobility in the three-county service area <br /> and ultimately increased ridership by 20%within the first three months after implementation of the new <br /> network. <br /> STAFFING AVAILABILITY <br /> Since the quality and successful accomplishment of any project is wholly dependent on the experience and expertise of the <br /> staff completing it, it then is equally important to ensure the availability of that staff so that they are sufficiently dedicated <br /> to the effort through its achievement.To this end,we have provided estimated availability of our proposed key staff based <br /> on their current workload on their resumes.While the availability percentages are helpful in generally understanding what <br /> proportion of time each person may have to dedicate to the DPTS COA at this time, it is important to recognize that these <br /> are estimates based on current available capacity. Hence, as existing projects end for many of these individuals,their <br /> availability will go up in the next couple months and this is additional time that will be able to be devoted to the COA effort. <br /> Also important to understand is that Benesch's Transit Solutions Team collectively has additional staff beyond these eight with <br /> requisite COA skills who can be tapped for additional support as the need arises. <br /> Obenesch Decatur Public Transit System//Technical Comprehensive Operational Analysis Fixed Route Services 3 <br />
