Date: March 17,2023
To: Mayor Julie Moore Wolfe
Decatur City Council Members
From: City Manager Scot Wrighton
Chief Shane G. Brandel
Subject: Amended agreement between the City of Decatur and the Public Safety Training
Foundation for the use of the VirTra V-300 Training System and the Grain Safety
Building
BRIEFING MEMO
RECOMMENDED ACTION:
It is recommended that the City Council approve the amended agreement with the Public Safety
Training Foundation for use of the VirTra V-300 Training System and the Grain Safety Building.
BACKGROUND:
The VirTra V-300 System is a state of art training simulator which puts officers in real life
training scenarios. The Officers are forced to use their judgement, experiences, and training to
make split second decisions in a training environment. The City of Decatur Police Department
continues to recognize the need for current and real- life training.
The amended agreement would allow the Decatur Police Department to continue to have access
to the VirTra System housed in the Grain Safety Building to use for training as needed but would
eliminate the department's responsibility to wholly use and maintain the system. The ownership
and maintenance of the system would transfer to the Public Safety Training Foundation and
would also allow the MCLETC use of the system for academy training to help facilitate the
increased training demands and requirements associated with the police reform bill and the
increased academy length.
