Police Department <br /> DATE: 3/17/2023 <br /> MEMO: 23-05 <br /> TO: The Honorable,Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: <br /> The purpose of this memorandum is to request the City of Decatur enter into an amended agreement with the Public Safety <br /> Training Foundation for the use of the VirTra training simulator and grain safety building. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the amended agreement with the Public Safety Training Foundation for use of <br /> the VirTra V-300 Training System and Grain Safety Building. <br /> BACKGROUND: <br /> The VirTra V-300 System is a state of art training simulator which puts officers in real life training scenarios. The Officers are <br /> forced to use their judgement,experiences,and training to make split second decisions in a training environment. The City of <br /> Decatur Police Department continues to recognize the need for current and real-life training. <br /> The amended agreement would allow the Decatur Police Department to continue to have access to the VirTra System housed in <br /> the Grain Safety Building to use for training as needed but would eliminate the department's responsibility to wholly use and <br /> maintain the system. The ownership and maintenance of the system would transfer to the Public Safety Training Foundation and <br /> would also allow the MCLETC use of the system for academy training to help facilitate the increased training demands and <br /> requirements associated with the police reform bill and the increased academy length. <br /> PRIOR COUNCIL ACTION: The City Council approved the first agreement for the use of the VirTra system and Grain <br /> Safety Building on May 3,2021,under resolution R2021-80. <br /> POTENTIAL OBJECTIONS: None anticipated. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Scot Wrighton,City Manager and Shane G. Brandel,Chief of Police <br /> BUDGET/TIME IMPLICATIONS: There are no costs associated with this request.
