SUB-RECIPIENT AGREEMENT BETWEEN CITY OF DECATUR, ILLINOIS <br /> AND DOVE INC FOR PURCHASE OF 805 E. JOHNS FOR TRANSITIONAL AND <br /> PERMANENT HOUSING UTILIZING HOME INVESTMENT PARTNERSHIPS <br /> AMERICAN RESCUE PLAN (HOME-ARP) FUNDS <br /> This Agreement("Agreement") is made and entered into between the City of Decatur, <br /> Illinois, an Illinois municipal corporation ("City") and DOVE Inc., an Illinois not for profit <br /> corporation("DOVE"), for and in consideration of the mutual covenants and promises and good <br /> and valuable consideration contained herein. <br /> WHERAS,the City has entered into a Grant agreement with the U.S. Department of <br /> Housing and Urban Development("HUD")pursuant to Title II of the Cranston-Gonzalez <br /> National Affordable Housing Act, under the HOME Investment Partnership Program ("HOME <br /> Program"); and <br /> WHEREAS the City has received$1,497,384 in HOME Investment Partnership <br /> American Rescue Plan funds ("Funds") to assist individuals or households who are homeless, at <br /> risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, <br /> supportive services, and non-congregate shelter,to reduce homelessness and increase housing <br /> stability across the country; and, <br /> WHEREAS the City wishes to engage DOVE in utilizing Funds in accordance with <br /> HUD guidelines and Federal regulations; and, <br /> WHEREAS Dove's mission is to engage institutions, volunteers, and advocates seeking <br /> to coordinate efforts to address unmet needs and social justices through coordinated programs <br /> focusing on domestic violence, homelessness, education, volunteer and community <br /> empowerment, and individual emergency need fulfillment; and, <br /> WHEREAS, the City owns property legally described as, <br /> Lot Four(4) Block Two (2) of William Martin's 2nd Addition of Out Lots of Decatur, as <br /> per Plat recorded in Book 17 on Page 364 of the Records I the Recorder's office of Macon <br /> County, Illinois situated in Macon County, Illinois. <br /> Commonly known as 805 E. Johns, Decatur, Illinois ("Property"); and, <br /> WHEREAS the City desires to provide Funds to DOVE to purchase and renovate <br /> Property as well as other related activities; and, <br /> WHEREAS the City desires to sell Property and DOVE desires to purchase Property <br /> from the City for the purposes of providing supportive services, transitional and permanent <br /> housing for homeless individuals; and, <br /> WHEREAS the City has determined that DOVE has the capacity to manage a new <br /> housing facility for homeless individuals; and, <br /> Page 59 of 239 <br />
