Section 1. The City agrees to appropriate an amount not to exceed Two Hundred and <br /> Fifty Thousand Dollars ($250,000) from its portion of the funds to DOVE for purposes of <br /> providing supportive services to transitional and permanent housing for homeless individuals. <br /> Section 2. DOVE shall submit an itemized budget explaining the prospective expenses. <br /> Administrative costs shall not exceed 20% of the total budget. A list of ineligible expenses will <br /> be provided to DOVE staff. <br /> Section 3. DOVE shall be responsible for administering the funds in a manner <br /> satisfactory to the City and substantially consistent with any standards and regulations that are <br /> specified in this Agreement and adherence to the same is a condition of City providing these <br /> funds. <br /> Section 4. DOVE agrees to expend the total amount of Funds covered in this Agreement, <br /> solely for the agreed upon activities and in accordance with the conditions outlined in this <br /> Agreement. <br /> Section 5. DOVE will be responsible for reviewing, following, and determining all <br /> applicable Federal, State, and local laws, statutes and other regulations relating to the use of <br /> Funds provided under this Agreement. <br /> Section 6. The Funds provided by the City shall only be used by DOVE for residents <br /> within the corporate city limits of Decatur, IL and for the purposes of and pursuant to and under <br /> the terms of this Agreement. <br /> Section 7. DOVE hereby acknowledges and agrees that if it fails to comply with any of <br /> the provisions of this Agreement or if the Funds are used for or in any manner contrary to those <br /> uses set forth in this Agreement, City may, in its sole discretion, terminate this Agreement and, <br /> upon written demand by the City, DOVE will repay to the City the funds used contrary to the <br /> terms set forth herein. <br /> Section 8. DOVE agrees to provide to the City or its duly authorized representatives, <br /> access to any books, documents,papers, and records of DOVE which pertain to the Funds <br /> provided for the purpose of monitoring, making audits, examinations, and photocopying. <br /> Section 9. DOVE shall be additionally obligated to maintain the Subject Property to <br /> minimum code standards of the City. DOVE shall maintain the premises in a safe and sanitary <br /> condition. The premises shall be maintained in compliance with all applicable City Building, <br /> Plumbing, Electrical and Mechanical Codes currently and as amended. DOVE further agrees to <br /> observe and comply with all rules, regulations, statutes, ordinances, and laws, now in force or <br /> which may be enacted during the term of this Agreement by any municipality, county, state, or <br /> federal authorities having jurisdiction over the premises. Should the property be in violation of <br /> any such codes, laws, regulations, ordinances, or rules, DOVE will be given a period to correct <br /> the violation and request an inspection.
