Recommendation
Staff s recommendation is to continue with the complete separation of stormwater from the
sanitary sewer as given in Alternative 3 using the Fairview route option. Additional factors to
consider:
1. There will be no risk of future USEPA requirement for full separation.
2. There is a benefit to SDD in reducing flows requiring treatment.
3. Support from current IDOT personnel for the Alternate 3 Fairview route that is easier to
construct.
4. Potential for future I&I projects discharging to sewers constructed under Alternate 3.
5. There are possible public safety or neighborhood concerns with a detention pond in a
residential area.
6. There is the risk of more intensive stormwater pre-treatment requirement in the future
based on the expected storm water pollutant loading.
Alternative 5a could be made allowable under IEPA and USEPA regulations;however,it is an
approach that none of the regulatory agencies prefer. The factors in support of this alternative
are generally related to cost savings and reduced construction.
Page 13
