EXHIBIT A— SCOPE OF WORK <br /> CITY OF DECATUR <br /> SOUTH WATER TREATMENT PLANT <br /> ELECTRICAL IMPROVEMENTS PROJECT <br /> WTP, NITRATE FACILITY AND RAW WATER PUMP STATION <br /> The Project Scope for the City of Decatur SWTP Electrical Improvements Project shall consist <br /> of the following areas of work. <br /> A. At the South Water Treatment Plant replace the exterior Medium Voltage service entrance <br /> rated electrical gear feeding the facility, replace the Medium Voltage Main Distribution <br /> Switchgear, Medium Voltage High Service Pump Motor Control Center, 480VAC HVAC <br /> and Chemical Feed Motor Control Centers, replace Lighting Panelboard transformers, and <br /> replace SCADA control panels associated with such improvements (SCC-2). Design the <br /> incorporation of Automatic Transfer for the electrical feeds to Nitrate Facility. In addition, <br /> replace all the lighting in the water treatment facility, including an associated lighting <br /> control system. <br /> B. At the Nitrate Facility replace the existing exterior Transformers, Motor Control Center, <br /> Feed Pump Variable Frequency Drives, and the SCADA control panel (SCC-5). In <br /> addition, replace the HVAC to the facility with Gas Fired Roof Top Unit. <br /> C. At the Raw Water Pump station, replace the Medium voltage Motor Control Center with <br /> Medium Voltage Variable Frequency Drives, replace exterior Low Voltage transformers, <br /> replace the 480VAC Motor Control Center, and upgrade the SCADA control panels (SCC- <br /> 10, SCC-11). <br /> D. At the Lime Lagoon replace the existing 100 Amp Panels, and 30KVA transformer. <br /> E. Included in the improvements above is the demolition of existing electrical gear, provide <br /> new conduit and wiring and to include an electrical coordination study, short circuit <br /> calculations and arc flash analysis. <br /> F. Provide coordination with the City on possible renewable energy and include provisions at <br /> the WTP for possible future connection to the electrical distribution system. <br /> G. Coordinate and apply for possible energy grants from Ameren with the replacement of the <br /> lighting fixtures. <br /> H. CMT to include a sub-agreement for the Automation Design by Concentric Integration. <br /> Further detail of Concentrics Scope of Services in included in Attachment "Al". <br /> The Design Phase Scope of Services for the City of Decatur SWTP Electrical Improvements <br /> Project shall consist of the following tasks: <br /> 1. Review existing background information. Review existing plans and reports relevant to <br /> the project design. <br /> 2. Site Visits.
