EXHIBIT A— SCOPE OF WORK <br /> CITY OF DECATUR <br /> SOUTH WATER TREATMENT PLANT <br /> ELECTRICAL IMPROVEMENTS PROJECT <br /> WTP, NITRATE FACILITY AND RAW WATER PUMP STATION <br /> 3. Project Kickoff Meeting. Conduct a project kickoff meeting at the Decatur water <br /> treatment plant with client and CMT staff. In addition to the Project Manager other staff at <br /> the meeting will include electrical, SCADA, mechanical, and structural as necessary. <br /> 4. Progress/Design Meetings. Meet with the City at the 30%, 60% and 95% design levels <br /> and conduct review meetings. <br /> 5. Opinion of Probable Construction Cost. At the 60% and 95% and final design levels, <br /> prepare an Engineer's Opinion of Probable Construction Cost. <br /> 6. Calculations. Prepare calculations for sizing of equipment for the electrical <br /> improvements. <br /> 7. Specifications. Prepare project specifications in CSI format using the 48 division format. <br /> Incorporate City of Decatur administrative document requirements as necessary. <br /> 8. Drawings. Prepare drawings to bid and construct the project. Drawings will be made <br /> available for client review at the 30%, 60% and 95% levels. Incorporate CLIENT review <br /> comments after each review. Finalize drawings for permitting and bidding phase. <br /> 9. Permitting. Complete and submit IEPA Permit Application and Engineer's Design <br /> Summary. <br /> 10. QA/QC Review. Provide review of calculations, plans and specifications for electrical, <br /> structural, civil and process mechanical work. Develop a QA/QC plan with documented <br /> review of the plans and specifications at the 60% and 95% levels from Professional <br /> Electrical Engineer not directly involved with the project. <br /> 11. Constructability Review: Include an internal Engineer as well as engage with an <br /> Electrical Contractor to conduct a constructability review of the plans during the design <br /> process. <br /> 12. Project Management. Provide coordination between engineering disciplines and <br /> subcontractor for Automation Design, schedule and lead project meetings, <br /> correspondence with client and regulatory agency. <br /> Estimated Schedule <br /> The estimated completion for the construction plans and specifications is 13 months after <br /> receipt of a signed Agreement for Engineering Services authorizing CMT to proceed. <br /> Not Included in Design Scope of Services <br /> 1. Environmental Remediation. <br /> 2. SRF Loan Assistance. <br /> 3. Surveying and exact building layout (plans to utilize existing facility drawings) <br /> 4.
