C111Project Proposal Exhibit Al
A n 0
CONCENTRIC
INTEGRATION
April 25, 2023
Mr. Lou Weller
Sr. Electrical Engineer
Crawford, Murphy&Tilly
2750 W. Washington St
Springfield, IL 62704
Subject: SWTP Electrical Improvements—Automation Design
Concentric Project Number: 2325228.00
Dear Mr. Weller:
Thank you for allowing us the opportunity to provide the automation design the City of Decatur SWTP
Electrical Improvements. We look forward to providing you with outstanding design services! We will
work with the CMT to support the electrical design with automation design. Our project approach is to
conduct an initial site visit and review existing documentation to assess the current conditions of the WTP
and locations for the new SCADA control panels. We will design Process and Instrumentation Diagrams
and SCADA Diagrams to provide documentation for the connection of new motor starters and the
reconnection of existing instruments. Concentric will attend milestone design meetings for 30%, 60% and
90% completion that will also include follow-up site visit to coordinate design.
Based on initial review we are anticipating the following improvements:
• Replacement of SCADA Cabinet SCC-2 in the Water Treatment Plant. The new SCADA cabinet
may have some connections to new Medium Voltage(MV) Switchgear, MV Motor Control Centers
(MCCs) for High Service and Transfer Pumping, Chemical Feed MCC, HVAC MCC and a new
ATS for the Nitrite Facility. The new SCADA panel will also have provisions to reconnect the
existing instrumentation and other control panels which will remain.
• Replacement of SCADA Cabinet SCC-5 in the Nitrate Facility. The new SCADA cabinet will have
connections to a new MCC and feed pump VFDs along with the existing instrumentation and other
control panels which will remain.
• Replacement of SCADA Cabinet SCC-11 in the Raw Water Pump Station. The new SCADA
cabinet(s) will have connections to a new MV MCC with VFDs and a new 480V MCC along with
the existing instrumentation and other control panels which will remain.
• Replacement of SCADA Cabinet SCC-10 and the reconnection of devices for the Dam Facility.
• Connections to MCCs which include a mix of hardwired connections for alarms and data
connections for power monitoring and other diagnostic information.
Concentric will coordinate control panel sizes and locations with CMT's electrical design team and review
documents to coordinate design efforts.
8678 Ridgefield Rd., Crystal Lake.
