5/12/23,2:23 PM Item Coversheet
In
Public Works
DATE: 5/14/2023
MEMO: 2023-44
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matt Newell,P.E.,Public Works Director
Paul Caswell,P.E.,City Engineer
SUBJECT:
Resolution Authorizing a Professional Engineering Services Agreement With Crawford,Murphy and Tilly,Inc.to Provide
Final Design Engineering Services For The South Water Treatment Plant Electrical Improvements Project,City Project
2022-18.
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign, and the City Clerk to
attest,a professional engineering services agreement between the City of Decatur and Crawford,Murphy and Tilly,Inc, (CMT)to
provide professional services for the South Water Treatment Plant Electrical Improvements, for a fee not to exceed$759,640.
BACKGROUND:
The Water System Long-Term Sustainability Plan recommended that a number of electrical improvements be completed in the
short term(2023—2029)to address deteriorating conditions due to age and obsolete equipment at the South Water Treatment
Plant. The improvements will also improve performance, reduce energy consumption, and improve reliability. The three electrical
projects were bundled into one package for efficient bidding, project management and delivery.
The scope of the project includes several short-term projects set forth in the Water System Long-Term Sustainability Plan:
• South Water Treatment Plant Electrical Improvements, $16,067,000
• Lime Lagoon Electrical Improvements,$110,000
• Raw Water Pump Station Electrical Improvements, $2,402,000
Crawford,Murphy and Tilly(CMT)was originally selected by the City through a qualifications based selection process to serve as
the City's consultant for water system improvements. They are currently under contract to design the chemical feed systems
improvements at the plant, which should go out for bid later this summer. CMT is now prepared to begin the second phase of the
plant improvements addressing the electrical systems. Concurrently,CMT is also assisting the City in preparing and submitting a
low-interest loan application to Illinois Environmental Protection Agency(IEPA)and was responsible for preparing the project
plan for the loan application. IEPA has approved the project plan.
Concentric Integration, the City's SCADA(supervisory control and data acquisition)consultant, will be a subconsultant to CMT
for this project. They will design all of the connections to the existing system, including the replacement of four SCADA control
panels.
The scope of services also includes replacing the plant's lighting with energy efficient LEDs and addressing the potential to
connect with renewable sources of electricity in the future. The City plans on applying for Ameren Illinois efficiency grant
funding and these will lead to savings on operating costs in the future.
Staff is aware of the difficult economic conditions faced by water ratepayers, and we seek to contain costs wherever possible.
Inflation and interest rates affect the water system just as they do every citizen. We took a close look at every project in the long-
term capital improvement program, looking for every chance to bundle projects and achieve economies of scale. Our goal is to get
the best value for ratepayer dollars. Unfortunately, much of the infrastructure built in the 1980s and earlier is now due for
replacement.
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=4368 1/3
