But the electrical and
mechanical infrastructure within the plant needs to be replaced roughly every one-third(1/3)of a century. The South Water
Treatment Plant was completed in 1988;we are now at the one-third of a century mark.
These improvements were anticipated in the CDM Smith water study, and they were a key factor in the City Council's decision to
make long range financial planning decisions to assure the city had sufficient funds to complete water system upgrades through the
year 2050.These include: allocating$9 million in ARP funds to water system capital, issuing a$25 million water/sewer bond in
2021,applying for additional grants, applying for and receiving approval for IEPA low interest loan funds, continuing to make
reasonable and appropriate increases in water charges every year to keep pace with ever-growing costs of new water infrastructure
and more. This is wise financial planning since the city's water system is a key component of Decatur's economic development
strategy, and it means the city will be able to pay for these electrical improvements when they reach the bidding stage.
Engineering Services Agreement
The scope for CMT's engineering services includes:
1.
