City Resolution authorizing Supplement#2 to the professional engineering services agreement between the City of Decatur
and AECOM Technical Services,Inc.,(AECOM)to perform design services for the Brush College Road/Faries Parkway
railroad grade separation project. The supplemental fee is$580,022 for a total design fee of$4,505,767,with the entire amount
being reimbursed by the Freight Program($2,400,000)and the Grade Crossing Protection Fund(currently approved:
$1,525,745;requested: $2,105,745).
2.Resolution authorizing Supplement#2 to the Local Public Agency Engineering Services Agreement between the City of
Decatur and AECOM Technical Services,Inc. This agreement is required to use State Motor Fuel Taxes and other State and
Federal funding.
BACKGROUND:
The Brush College Road Grade Separation Project was advertised for bid in the State bulletin on Friday,May 12,2023,with a
planned bid letting by the State of Illinois on June 16,2023.
On March 30,2023,Governor J.B.Pritzker announced an additional$10 million in National Highway Freight Program funding
bringing a total of$44 million in Federal funding for the Brush College project. With the announcement, the Illinois Department
of Transportation requested that the City do everything possible to advertise the project by May 12 for the June 16,2023,IDOT
bid letting. AECOM agreed to proceed immediately to update the nearly 1.5-year-old plans to meet the rapidly approaching
deadline. AECOM was able to provide the updated plans to IDOT for review by the third week in April.
Engineering Services
After receiving notification of a$25 million National Highway Freight Program grant, the City approved its initial design contract
for$3,349,667 with AECOM on October 1,2018. On September 8,2020,the Council approved Supplement#1 adding$576,078
to the design agreement for a total approved amount of$3,925,745.
Since the last supplement in 2020,AECOM completed the project design in late 2020. As the City dealt with difficult property
owners and eventually sought quick take authority from the State and entered condemnation proceedings, the City and IDOT
pushed AECOM to prepare for at least two bid lettings in 2021 before getting on the January 2022 letting which ended with higher
than expected bids.
In 2021,during the push to meet various lettings,AECOM notified City staff that the work had expended the additional funds. At
that time, the project appeared to be nearing its conclusion and AECOM was advised to wait until the completion of the
engineering phase. During the ensuing time,in addition to the letting preparations,AECOM has continued to assist the City in the
considerable effort to organize and facilitate the relocation of the numerous utilities going through the construction site.
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ItemID=4380 1/3
