5/10/23,5:10 PM Item Coversheet
Supplement#2 to the Design Agreement
The current contract value for AECOM's design agreement with the City stands at 3,925,745. Supplement#2 is proposed to be
$570,000. Reasons for the requested fee increase include the following:
1.Protracted railroad coordination that exceeded the expectations of the contract and design updates to meet railroad
requirements.
2. Utility coordination and design changes to facilitate the placement of utilities. Numerous utilities needed to be relocated for
the project,including electric,gas,fiber optic lines,etc.
3.Prepare for the July 2021 IDOT letting. Each letting involves significant work to update plans in accordance with IDOT
specification changes. The design drawings are around 1,000 pages plus several hundred pages in the project manual and
specifications.
4.Prepare for the January 2022 IDOT letting.
5.Prepare for the June 2023 letting. Despite being out of money on their agreement with the City,AECOM was willing to
proceed quickly to get the project documents ready for the June letting in just over 2 weeks.
6.Assist the City and IDOT in preparing an environmental update required by the Federal Railroad Administration.
7.Project management.
The Illinois Commerce Commission has indicated a willingness to cover the added costs with Grade Crossing Protection Funds.
These funds are currently contained in the draft First Supplemental Order that the Commission proposes to approve by the end of
June. Once approved by the ICC,the City will work with IDOT to amend the Joint Funding Agreement to allow reimbursement
by this fall.
The City has a large reserve of Rebuild Illinois funds targeted for bridge work over the next few years so paying AECOM for their
additional work will not impact current State Motor Fuel Tax projects.
PRIOR COUNCIL ACTION:
See Appendix A for prior Council action on this item.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES: AECOM,Illinois Department of Transportation
STAFF REFERENCE: Matt Newell,Public Works Director. Paul Caswell,City Engineer, and an AECOM representative will
attend the City Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: Amendment#2 to the design agreement is proposed to be from the City's allocation of State Motor Fuel Tax
Funds with planned reimbursement through the Grade Crossing Protection Fund. This will require future Council action on a
Supplemental Final Order from the ICC and an amendment to the Joint Funding Agreement with IDOT.
Staffing Impact: Staff time is allocated to manage this project.
SCHEDULE:DESIGN AND CONSTRUCTION:
The project is currently on the June 16,IDOT letting. If bids are reasonable and approved, construction could begin by late August
or early September this year. The project will last about 3 years.
ATTACHMENTS:
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ltemlD=4380 2/3
