Have adequate financial systems in place to meet the requirements of this Agreement,this includes: <br /> a. Written policies and procedures to guide program delivery <br /> b. Internal controls <br /> c. Has the financial match, if required <br /> d. Has or will have all required audits completed and submitted in a timely manner. <br /> 2. Have adequate staff or have the capacity to procure contractors and/or consultants to complete the deliverables <br /> enumerated in this Agreement. <br /> 3.
