LETTER to the DECATUR CITY COUNCIL <br /> Finance Department <br /> DATE: June 14, 2023 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Ruby James, City Treasurer& Director of Finance <br /> SUBJECT: An Ordinance Amending the 2022 Budget Reconciliation Ordinance of the City of <br /> Decatur, Illinois <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance. <br /> BACKGROUND: <br /> City Council adopted the Fiscal Year 2022 Budget and Appropriation Ordinance for the purpose of <br /> defraying the expenses of certain departments and funds of the City of Decatur for the fiscal year <br /> beginning January 1, 2022 and ending December 31, 2022. <br /> On December 19th 2022 for Fiscal Year 2022, the City Council approved an ordinance to amend <br /> the budget to reconcile the budget and appropriate additional funds for operational expenditures <br /> for the City to effect provision of services to its citizens which were not anticipated at the time of <br /> adoption. Passage of a budget reconciliation ordinance every December is a regular part of closing <br /> out and properly ending a fiscal year. <br /> However, because the fiscal year is not closed until some time after the end of the accounting <br /> period, there were additional expenditures necessary in Fiscal Year 2022 not anticipated at the <br /> time of the December 19th Ordinance. <br /> On January 1211 of 2023, the following amendment was made as a necessity to close out Fiscal <br /> Year 2022 with a positive balance in several areas. <br /> • The City General Administration division (039) in the General Fund; reduce by$25,000 the <br /> contingency line in this division to offset additional spending needed for the legal <br /> department. <br /> • The Legal Department(020)in the General Fund;appropriate$25,000 for outside litigation <br /> and labor relations expense incurred due to ongoing consultation with outside legal <br /> counsel. <br /> • Local Streets&Roads Fund 42;appropriate an additional$155,000 to fund micro-surfacing <br /> and street improvements that exceeded anticipated yearly totals at the end of the calendar <br /> year. Due to moderate weather conditions,the City was able to complete more street work <br /> in late 2022. <br /> Page 1 of 2 <br />
