Resolution awarding the contract for the Municipal Services Center Corridor Addition Project,City Project 2023-07A,to Christy-Foltz,Inc.,as the lowest,responsible bidder in the amount of$411,338. The resolution amount includes the bid price of$373,944 plus a 10%contingency of$37,394. The contract documents excluding project specific drawings,conditions,and provisions are attached. 2. Resolution awarding the contract for the Municipal Services Center Roof Rehabilitation Project,City Project 2023-0713,to Top Quality Roofing as the lowest,responsible bidder in the amount of$406,230.00 to install a PVC roof membrane. The resolution amount includes the bid price of$369,300 plus a 10%contingency of$36,930. The contract documents excluding project specific drawings,conditions,and provisions are attached. 3. Resolution awarding the contract for the Decatur Public Library Roof Replacement Project,City Project 2023-26A,to Advanced Commercial Roofing as the lowest,responsible bidder in the amount of$838,464.00 to install a PVC roof membrane. The resolution amount includes the bid price of$698,720 plus a 20%contingency of$139,744. The contract documents excluding project specific drawings,conditions,and provisions are attached. 4. Resolution awarding the contract for the Decatur Public Library Landscaping Wall Replacement Project,City Project 2023- 26C,to Christy-Foltz,Inc.,as the lowest,responsible bidder in the amount of$239,890. The resolution amount includes the base bid price of$160.325 and Alternate 1 for$57,757 plus a 10%contingency of$21,808. The contract documents excluding project specific drawings,conditions,and provisions are attached. BACKGROUND: Municipal Services Center Addition and Roof Improvements—The MSC was constructed in 1987. A facility study was completed by AEX in 2017. Two of the major items addressed in the study were the condition of the roof and improving the internal circulation. The roof is original to the structure and was coated with a water proofing material in 2002. The roof is now in need of major improvements. AEX proposed two options for roof improvements: Thermoplastic Polyoefin(TPO)membrane or a PVC membrane. The recommended option is to go with the PVC membrane. The MSC has two main entryways,one for the Municipal Services Division and the other for the Water Services Division. Staff members must go through the men's and women's restrooms to move between the main office areas. The 2017 AEX facility study recommended that this internal circulation be improved by providing a corridor along the west wall of the building. Decatur Public Library Improvements—The City needs to upgrade the HVAC system for the library. To prepare for this work it is necessary to replace the roof. AEX prepared designs for two options similar to those provided for the MSC,namely,at TPO membrane or PVC membrane options.
