Commercial: All that which is not defined as residential as well as properties <br /> owned by the Decatur Housing Authority. <br /> Container: Container, or cart, or toter, for purposes of this Chapter, shall mean a <br /> water-tight, heavy-duty plastic receptacle with a rated capacity of sixty-four (64) or <br /> ninety-six (96) gallons, having a hinged, tight-fitting lid, and two (2) wheels and suited <br /> for mechanized collection. <br /> Expanded Basic Residential Service: Extra carts and containers beyond what is <br /> provided in Basic Removal Service and for which an extra fee is charged as set by the <br /> rate appendix, under rules detailed in the Promulgated Rules. <br /> Garbage: Refuse resulting from the handling, processing, preparation, cooking <br /> and consumption of food or food products. <br /> _Hardship Customer: A customer who is physically unable to place refuse and <br /> recycling containers at the curb and has no family member or other person living in the <br /> residence able to place the refuse and recycling containers at the curb. Medical <br /> verification shall be provided to the hauler prior to the hauler being required to provide <br /> such hardship service. <br /> _Landscape waste: All accumulations of grass or shrubbery cuttings, leaves, tree <br /> limbs and other materials accumulated on the customer's residence as the result of the <br /> care of lawns, shrubbery, vines and trees. <br /> Large item ick-up: Customers will be permitted five (5) separate large item <br /> pick-ups annually. Each of these pick-ups may include removal of one household <br /> appliance such as a refrigerator, oven or dishwasher and not more than four (4) other <br /> items, none of which are able to be placed in an approved container, and all of which <br /> items must be placed at the curb by the customer. If no household appliance is placed for <br /> removal, each large item pick-up shall have no more than five (5) items. A twenty dollar <br /> ($20.00) surcharge will be assessed for any pickup of an appliance with refrigerant. <br /> Large item pick-ups exceeding this five (5) item parameter will be assessed a fee added <br /> to their bill. All large item pick-ups should be scheduled in advance with the hauler as <br /> provided by the City Manager under Promulgated Rules. <br /> Overage: Means refuse exceeding its container's intended capacity as evidenced <br /> by refuse that does not fit into the container, or is not placed into the container, is on top <br /> of the container or otherwise placed in the vicinity of the container, in bags or otherwise. <br /> Overage Charge: Means an amount charged to garbage and recycling service <br /> recipients to compensate for the expense incurred by the hauler from overages, and to <br /> provide a financial incentive to garbage and recycling service recipients to subscribe to <br /> the level of service corresponding to their normal trash and recycling needs, such that all <br /> materials fit within the container. The assessment of overage charges will require the <br /> hauler to provide dated photographic evidence of overages. <br /> Rec clables: Material that has been recovered or diverted from the nonhazardous <br /> solid waste stream for purpose of reuse, recycling or reclamation and a substantial portion <br /> of which is consistently used in the manufacture of products, which may otherwise be <br /> produced using raw or virgin materials. <br /> Refuse: Any discarded matter, including but not limited to garbage, sweepings, <br /> landscape waste, paper, cardboard, tin cans, ashes, bottles and similar other <br /> accumulations, but excluding special waste as defined by the Illinois Pollution Control <br /> Board. <br />
