offers from alternative licensees in selected neighborhoods, or a hauler's entire service <br /> area, where poor service, repeated collection irregularities, or inability to operate <br /> collection in assigned route(s), in whole or part, and permanently award collection <br /> services provided herein to an alternative licensed hauler. <br /> 43. PENALTY.... <br /> 44. FORCE MAJEURE.
