Bidder RFI's and Responses
1. Does the City of Decatur Public Works have a list of approved DBE subcontractors for
work on Decatur projects? Can approved IDOT or CMS DBE subcontractors be utilized?
The City does not have a list or an approval process to be a subcontractor for City
projects. We have always found that contractors keep the most up to date lists as an
ongoing relationship with the subcontractor(s) is the best way to get actual bids. The
subcontractor(s) selected will self-certify they are a Minority Business Enterprise (MBE)
when they fill out the Minority Business Enterprise (MBE) Information Form on Page 24
of the documents. Sources like IDOT are good sources to reference, however you must
verify that they are an MBE. IDOT and other sources may identify Disadvantage Owned
Business (DBE), with include more than MBE.
2. Section 02324.1.5.13 states that an excavationp
rotection Ian signed by a structural
p
' engineer or a geotechnical PE is required to be submitted. The depth of sewer for this
project is from 7.67 to 13.24 feet for which standard movable shoring trench boxes will
be utilized. OSHA requires a sealed protection plan only for trenches in excess of 20 ft
' deep. Is a protection plan required for this project?
Use of sheeting, shoring and bracing are only as required. This will be clarified in
contract documents.
3. Specifications state that backfill for sewers under grass areas can be type S2 (earth
materials) The quantity of trench backfill in the bid schedule appears to be for granular
trench backfill for the entire run of sewer from MH3 to MH7. Is it the intent to use
granular backfill for the entire trench line. Please confirm.
rGranular backfill limits will be clarified in Addendum #2 to be limited to piping from
approximately station 6+50 to 9+25.
' 4. Section 02315/3.5 CONSTRUCTION SHEETING SHORING AND BRACING states in part in
paragraph A—"The Contractor shall install temporary protective work, which shall be
left in place, unless otherwise required to be removed or unless otherwise directed by the
Engineer, including, but not limited to, sheeting, tie-back sheeting, shoring,
underpinning, timbering, bracing, or steel sheet piling as required so that the work can
be installed in a safe and efficient manner and to protect existing structures, utilities,
roadways and berms. When the work is complete, sheeting, shoring, and bracing shall be
removed to 4 feet below finished grade, unless otherwise noted. Fill vacancies left by the
rsheeting, with sand, and compact. Safety systems shall meet the requirements of OSHA
and governing codes."Is a protective work structure required to be left in place? For the
' relatively shallow sewers on this job (7.67ft. to 13.24ft.) in an open field area, a movable
trench box meeting OSHA requirements would generally be utilized.
