3/26/24,2:53 PM Item Coversheet Public Works DATE: 3/26/2024 MEMO: 2024-51 TO: Honorable Mayor Moore Wolfe and City Council Members FROM: Scot Wrighton,City Manager Matthew C.Newell,P.E.,Public Works Director Paul Caswell,P.E.,City Engineer Robert Weil,P.E.,Assistant City Engineer SUBJECT: Resolution Authorizing a Contract Change Order with Burdick Plumbing and Heating Co.,Inc.for the William Street Pump Station Improvements SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolutions authorizing a Contract Change Order in the amount of$67,930.00 with Burdick Plumbing&Heating Co.,Inc. for removal of asbestos-containing materials and other contingencies for the for the William Street Pump Station Improvements,City Project 2022-17. BACKGROUND: Project Description The William Street Pump Station,constructed in 1970,serves an important purpose in the City's water distribution system. The pump station is adjacent to a 5,000,000-gallon ground-level reservoir,which provides backup storage in the case that other reservoirs are unavailable. The location of this reservoir is also critical,in that the stored water is available for firefighting in the northeast quadrant industrial zone. In keeping with the City Council priority goals related to prudent management of water resources,a project was designed and publicly bid to upgrade the pump station and extend its service life.Burdick Plumbing and Heating Co.,Inc.was the lowest responsible bidder and was awarded a contract in the amount of$806,504.00. The plans and specifications called for removal of asbestos-containing materials in the areas of work. Burdick hired a subcontractor for asbestos mitigation in the amount of$14,000. On March 14,2024,a site meeting was held with the asbestos mitigation contractor to prepare for starting the asbestos removal effort. It immediately became clear that there is additional exposed asbestos material that should be removed for occupational safety reasons.This removal effort wasn't included in the plans and specifications because it wasn't related to the needed mechanical upgrades recommended by the Water Utility Long Term Sustainability Plan. The contractor has proposed to fully mitigate all asbestos-containing material in the Willliam Street Pump Station for an additional cost of$17,930.00. Please refer to attached proposal. It is also recommended to authorize an additional$50,000.00 for alterations, cancellations,extensions,deductions,or extra work that could become necessary if additional unknown conditions are encountered. SCHEDULE: The completion date of June 30,2024,will not be affected by this contract change order.
