r
rContractorQ uestions and Answers
Oakley Sediment Basin 2024 Drainage Improvements
City Project 2022-04
rQuestions, Responses and Additional Information - Compiled March 13, 2024
r
1. What is the plan for the spoils from the ditches? Spoil should be either piled
against the exterior berms or along the ditches. New berms created by the spoil
should be shaped to be traversable by future equipment and should not be so steep as
to be dangerous to equipment. Additionally, there should be a drainage point every
r100' to 200' along any spoil berms to let surface water flow towards the ditches.
2. What should be done with trees? The contractor may remove any trees they deem
necessary for the project. Trees should be placed in several small piles as opposed to
' fewer, larger piles. There is no need to burn or dispose of the downed trees.
3. When is the expected time of year when the current surface water dries? There
are wet or damp locations at all times of the year. In 2023, the surface was dry
enough in the northwest subbasin to plant an agriculture crop in late May or early
June. The farm operation used full size equipment. This should not be interpreted as a
r statement that the project will be in the same condition this year, as it will be greatly
impacted by precipitation, sun, and wind.
4. How far from the exterior berms are the adjacent ditches to be? Locations are
detailed in the engineered plans. Ditches should not be placed so close to any existing
berm that the side of the berm is made steeper or increases erosion of the berm. Along
r the south exterior berm, there is an existing ditch that is currently too close to the
exterior berm. Spoil should be placed along that exterior berm and the new ditch will
be further to the interior.
r 5. What is the depth of the sediment? The bottom of the polishing basin is a close
approximation of the original grade of the site. Everything above that elevation is
sediment.
6. Other Projects. There are at least two additional projects occurring within the entire
site either outside or inside the exterior berms. It is not anticipated that either of those
will have any impact on the completion of this project. Contractors may use the north
' gate and the gravel road that proceeds west from that location to load and unload
equipment, but the gate, ramp, and road cannot be blocked for an extended period.
r This site is a limited access location. The contractor will be required to supply their
own pad lock and"chain lock"the locks to allow all other parties access. The
contractor will have to coordinate locking and unlocking the gate with participants of
' the other projects and city staff. It is expected the gate will be locked every night.
7. Farming. Some exterior portions of the site are farmed but should have little impact
on this project. There is a possibility of hemp farming inside the berm, but the
1
' 5
