5/14/24, 11:14 AM Item Coversheet in Public Works DATE: 5/14/2024 MEMO: 2024-50 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Tim Gleason,City Manager Matt Newell,Public Works Director SUBJECT: Resolution Authorizing an Agreement with Heritage Behavioral Health Center for Streetscape Improvements on Prairie Avenue SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution authorizing an agreement between the City of Decatur and the Heritage Behavioral Health Center to provide streetscape improvements on Prairie Avenue adjacent to their facility. Heritage will cause the work to be performed and the City will reimburse them for the streetscape improvements at a cost not to exceed $221,715.00. BACKGROUND: In 2023,the City was approached by the Heritage Behavioral Health Center with their desire to improve the sidewalk on Prairie Avenue adjacent to their facility. For several years,the City and Heritage had received complaints regarding the deteriorating condition of the sidewalk,but repairs were not made due to a vault under the Heritage building that extended under the sidewalk making any sidewalk repairs very difficult without addressing the vault underneath. In 2023,Heritage determined that they could fund filling the vault in and approached the City about installing sidewalk improvements to match the current streetscape pattern. Heritage retained the services of a local engineering firm and contractor to design the improvements and prepare a cost to do the necessary work. The total project cost is expected to be$295,315 with Heritage responsible for$73,600 to brick up and fill the vault area,and the City reimbursing for$221,715 to cover the streetscape improvements. City Engineering will inspect and approve the work prior to issuing the reimbursement. It is expected that Heritage's contractor will meet the City's minority goals for the streetscape work. LEGAL REVIEW: The agreement was approved by the Legal Department. POTENTIAL OBJECTIONS: There are no known objections. STAFF REFERENCE: Matt Newell,Public Works Director,424-2747,will be present at the Council meeting. BUDGET/TIME IMPLICATIONS: Funding for this expense will come from the City's Local Motor Fuel Tax Fund.
