Under the joint agreements,the City will be responsible for funding in excess of that outlined above which is currently <br /> projected to be around$1 million for the overall project. <br /> Resolution#1—Engineering: Amendment#3 to the Local Public Agency Agreement adds an additional$600,000 in Grade <br /> Crossing Protection Funds to cover engineering costs that will reimburse the City for the additional$580,000 in design services <br /> costs approved by Council on May 15,2023. Once approved by IDOT,the City will be reimbursed the full amount expended for. <br /> design services. <br /> Resolution#2—Right of Way/Utility Adjustment: Amendment#3 to the Local Public Agency Agreement adds$182,815 in <br /> Grade Crossing Protection Funds to fully reimburse the City's costs to date for utility adjustments required for the Brush <br /> College/Faries Parkway Grade Separation Project. Specifically,this covers the$153,363.66 to relocate AT&T's fiber optic line <br /> from their easement that is impacted by the project,as approved by Council on July 19,2021. The City's agreement with AT&T <br /> requires the City to pay for any additional costs that may be needed at the completion of the relocation. This work is nearing <br /> completion now and it is expected that additional funding will need to be approved to fully cover AT&T for their relocation work; <br /> however,the final cost is not known at this point. <br /> Funding is also provided to allow full reimbursement of the City for Ameren relocation costs. <br /> Resolution#3—Construction/Construction Engineering: Amendment#1 to the Local Public Agency Agreement adds <br /> $4,827,185 in Grade Crossing Protection Funds and$11,499,939 in Local Funds for the construction of the Brush College/Faries <br /> Parkway Grade Separation Project. The total City funding commitment identified in the joint construction agreement is just under <br /> $19.4 million. As noted in the funding breakdown presented earlier in the memo,the vast majority of these funds will come from <br /> two grants administered by the Federal Railroad Administration(FRA)which total$18 million. These grants which were awarded <br /> over a year ago,are now in the final stages of approval by the FRA and should be brought to Council for approval this summer. <br /> The City must front these costs and seek reimbursement directly from the FRA. <br /> In addition,the Norfolk Southern Railway Corporation has agreed to reimburse the City$1 million upon the successful completion <br /> of the project. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for prior Council action on this item. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Matt Newell,Public Works Director.Matt will attend the City Council meeting to answer any questions <br /> of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: City funding is budgeted in the State Motor Fuel Tax Fund,the Water Fund,and the Storm Water Fund. <br /> Staffing Impact: Staff time is allocated to manage this project. <br /> SCHEDULE: DESIGN AND CONSTRUCTION: <br /> The project began in October 2023 and the total estimated time of construction is 36 months. The contractor has currently closed <br /> Brush College Road south of Faries Parkway and is constructing the jug handle portion of the project along with the various other <br /> street additions.
