Resolution#1—Engineering: Resolution authorizing Amendment#3 to the Local Public Agency Agreement adding <br /> $600,000 in Grade Crossing Protection Funds to reimburse the City for design services for the Brush College/Faries Parkway <br /> Grade Separation Project. <br /> 2. Resolution#2—Right of Way/Utility Adjustment: Resolution authorizing amendment#3 to the Local Public Agency <br /> Agreement adding$182,815 in Grade Crossing Protection Funds to reimburse the City for utility adjustments for the Brush <br /> College/Faries Parkway Grade Separation Project. <br /> 3. Resolution#3—Construction/Construction Engineering: Resolution authorizing amendment#I to the Local Public <br /> Agency Agreement adding$4,827,185 in Grade Crossing Protection Funds and$11,499,939 in Local Funds for the <br /> construction of the Brush College/Faries Parkway Grade Separation Project. <br /> BACKGROUND: <br /> Bids were opened by the Illinois Department of Transportation(IDOT)for the Brush College Road Grade Separation Project on <br /> June 16,2023. The project was awarded to a joint venture of William Charles Construction Company and White Construction for <br /> their bid price of$68,927,124. The overall construction project is being managed by IDOT with day-to-day inspection by the City <br /> with assistance from AECOM through a Construction Engineering agreement. Since the initial joint City-State Agreements were <br /> approved by the City and IDOT,the City was able to secure additional funding and reallocate other funding in Grade Crossing <br /> Protection Funds through the Illinois Commerce Commission(ICC). The additional funding approved by the ICC has provided <br /> the City with the opportunity to be fully reimbursed for all engineering and utility adjustment costs paid to date. For the additional <br /> and reallocated ICC funding to be expended,the changes need to be reflected in the 3 joint agreements between the City and the <br /> State which govern the Brush College Project. <br /> Funding for the Brush College project is spread among 3 joint agreements with the State covering(1)engineering,(2)utility <br /> adjustment/right of way acquisition,and(3)construction/construction engineering. The total project funding and a discussion of <br /> each resolution is provided below: <br /> 1. $44,000,000 in National Highway Freight Program funds(Federal Funding). <br /> 2. $19,950,000 in Grade Crossing Protection funds. The City received an additional$5 million in GCPF through the ICC <br /> which allowed for the additional reimbursement of funds provided by the attached joint agreements. <br /> 3. $6,000,000 in Multi-Model Transportation Bond Funds(Rebuild Illinois Funds). These funds were approved by the ICC. <br /> 4. $1,500,000 in State Fund Commitment originally targeted for Martin Luther King,Jr.Drive/Wood Street and was <br /> reallocated to Brush College Road. <br /> 5. $19,972,278 in City funds. City funding includes State Motor Fuel Tax,Water, and Storm Water funds;however,the bulk <br /> of City's commitment involves outside funding as indicated below.
