5/28/24, 12:45 PM Item Coversheet
I4 1 Ellen and Division Area I Completed in 2018 Completed in 2022 Complete
Farview Park Storm Sewer
On April 27,2023,the City Council approved a motion to start final design of the Oakland and Grand Separation Sewer selecting
the alternative to fully separate the combined sewer. The storm sewer connection is to an existing overflow pipe located in
Fairview Park. The routing of the storm sewer was discussed with the Decatur Park District and the route that had the least impact
on the park and trees was determined to be through the playground area. The City installed 900 feet of pipe this spring ahead of
the Park District's replacement of the playground.
Norfolk Railroad Crossing
The proposed alignment crossing the Norfolk Southern Railroad in Route 48(Farview Ave) State right-of-way. All utility
crossings under railroads require an agreement between the railroad and its owner. The agreement is similar to others and will
allow for the storm sewer to be constructed and maintained. The Norfolk Railroad does not charge a license fee if the utility is in
the ROW and the City will pay for the risk management fee of$1,900 to be added to the master railroad protective liability
insurance policy.
Illinois Environmental Protection Agency(IEPA)State Revolving Loan Program
The IEPA Wastewater and Drinking Water loan programs provide low-interest loans through the State Revolving Fund(SRF). The
SRF includes two loan programs: the Water Pollution Control Loan Program(WPCLP)which funds both wastewater and storm
water projects, and the Public Water Supply Loan Program(PWSLP)for drinking water projects. The current year loan interest
rate is 1.81%.
Project Funding through the Public Water Supply Loan Program
The passage of an ordinance authorizing a loan agreement to borrow funds from the Illinois Public Water Supply Loan Program is
one of the final steps in securing an IEPA low interest loan. The ordinance addresses the funding for the project and assures that the
City is able to repay the loan over a 30-year time period beginning at the substantial completion of the project. The funds included
in the loan request are summarized in the following table:
Work Item Project Estimate
Design Engineering $650,000
Construction $13,750,000
Construction Contingency(10%) $1,650,000
Construction Engineering $450,000
Total Estimated Project Cost $16,500,000
Construction Period Interest(1.5%) $247,500
Sub-Total $16,747,500
Total Loan Requested $16,500,000
As is common with the Public Water Supply Loan Program, the actual loan document will not be fully written until a construction
contract has been awarded by the City Council and approved by the IEPA.At that point, the agreement authorized by the attached
ordinance will be signed by the City Manager and the loan activated. The contractor will then be given notice to proceed.
Construction Engineering Services
The IEPA requires that projects being supported by the Public Water Supply Loan Program be provided with project oversight by
qualified resident engineers that are familiar with the water treatment work being proposed.A construction engineering agreement
will be brought to the Mayor and Council at the same time that a construction contract is to be awarded.
SCHEDULE: The anticipated schedule is as follows:
Plans and Specifications Submitted to the IEPA June 2024
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ItemID=5064 2/3
