6/24/24,4:35 PM Item Coversheet <br /> 19 <br /> Public Works <br /> DATE: 6/24/2024 <br /> MEMO: 2024-102 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Authorizing Change Order No. 1 with C-Hill Civil Contractors,Inc and Appropriating Motor Fuel Tax Rebuild <br /> Illinois(RBI)Funds for the Grove Road Bridge over Sand Creek Arm of Lake Decatur,Section Number 19-00934-00-BR,City <br /> Project 2019-34 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing change order no 1 with C-Hill Contractors, <br /> Inc.for$40,000 and appropriating an additional$40,000 in Motor Fuel Tax Rebuild Illinois(RBI)funds to replace the Grove Rd <br /> Bridge over the Sand Creek Arm of Lake Decatur. <br /> BACKGROUND: <br /> Grove Road Bridge Obstruction Removal <br /> The Grove Road Bridge piers in Lake Decatur are designed as individual steel casings that are drilled into the lake bottom. One of <br /> the main benefits of using drilled casings is that a coffer dam is not required. The specifications are written that the drilling <br /> operation occurs in soil with the casing pushed in when they auger to the depth required. The contractor found obstructions <br /> consisting of concrete and wood at a depth ranging from 10'to 15'below the lake level at all the locations. Finding obstructions <br /> during drilling is not uncommon and the specifications are set up to track the time to remove and pay separately. The total cost to <br /> remove the obstructions at the ten casing locations was approx. $62,500. The extra cost exceeds the$54,500 project contingency. <br /> It is recommended to approve an additional$40,000 to cover the costs exceeding the current contingency and to restore a$32,000 <br /> project contingency. An alternate option to stay within the current budget would be to make modifications to the design which <br /> would include a combination of a reduction in pavement replacement and shoreline protection. <br /> LEGAL REVIEW: The Contract is a standard IDOT forms for use of State MFT funds. <br /> SCHEDULE: The overall schedule was delayed due to the obstruction approximately 45 days. <br /> PRIOR COUNCIL ACTION: <br /> June 20,2016—The City Council was given a memorandum detailing the condition and status of the City's bridges that fall within <br /> the jurisdiction of the National Bridge Inspection Standards(NBIS). This memorandum identified bridges that were known to City <br /> staff as having structural concerns.
