Based on
the USDOT ETCE, 61% of Decatur's citizens and 57% of Macon County's population live in census tracts
defined as underserved communities. Equity will be the foundation of the Action Plan demonstrating the
importance of the equitable and fair treatment of all people, particularly in underserved areas, in addressing
roadway safety issues through engineering, enforcement, education and emergency services.
The development of the Action Plan will include a detailed stakeholder and public engagement program
that seeks to gain authentic and meaningful public input from community members in Decatur and throughout
Macon County. Public involvement and stakeholder outreach will emphasize engagement with historically
marginalized, and economically disadvantaged communities through innovative engagement approaches. The
10 of 16
