City will follow best practices such as those detailed in USDOT's Promising Practices for Meaningful Public
Involvement in Transportation Decision-making and insights from USDOT's Equity Action Plan.
The Public Participation Plan will outline the process to identify and engage key communities that may
be disproportionately impacted by traffic risks and traditionally underserved by safety efforts. The
plan will use a mix of approaches to capture needs and issues related to infrastructure deficiencies,
roadway safety concerns of community members, and multimodal transportation options. The outreach
approach will include:
• Specific activities for reaching identified stakeholder groups and engagement strategies that inform,
involve, and empower stakeholders and the public
• Opportunities to ground truth data analysis
• Collaborative development of policies, strategies, and recommendations
• Timeline for stakeholder and public engagement activities
• Communication methods for sharing information with residents and community members
• Strategy for effective and consistent messaging
• Plan for on-going engagement during implementation and follow-up to ensure continued
collaboration
The City recognizes that Public involvement is a process, not an event. Decatur works to involve our whole
community in early discussions to identify solutions, strategies, and policies for our transportation system. We use
multiple methods to engage our diverse community members as we understand traditional print and radio may reach
limited audiences. Planning efforts we have undertaken focus on engagement approaches that include a mix of social
media,pop-up events, and community meetings as an effective way to engage diverse and underserved groups.
11 of 16
