All proposals must be accompanied by a BANK DRAFT, CASHIER'S CHECK, OR <br /> CERTIFIED CHECK made payable to Treasurer, Decatur, Illinois, in the amount of ten <br /> percent (10%) of the bid or BID BOND in the same amount. <br /> 7. The contractor shall at all times during the term of this Contract pay the applicable <br /> prevailing wage for Macon County for the month during which the work is performed, as <br /> determined by the Illinois Department of Labor. <br /> 8. Before the Contractor and any Subcontractor commences work, the Contractor and any <br /> Subcontractor shall have in place a written Substance Abuse Prevention Program for the <br /> prevention of substance abuse among its employees which meets or exceeds the <br /> requirements in P. A. 95-0635 or shall have a collective bargaining agreement in effect <br /> dealing with the subject matter of P. A. 95-0635. <br /> 9. The following Minority Participation Goals for Public Works Contracts are in effect <br /> for this contract: <br /> (1) Ten (10) Percent(%) of the total dollar amount of the contract should be performed <br /> by minority business enterprises if subcontracting opportunities are available and/or <br /> Ten (10) Percent (%) of the total dollar amount of the contract should be for the <br /> purchase of goods, material and equipment to Minority Business Enterprises. <br /> (2) Eighteen (18) Percent (%) of the total hours worked should be performed by <br /> minority workers. <br /> All Contractors shall provide evidence of meeting the City's minority participation <br /> goals prior to the award of this project and prior to all payments made for work <br /> completed or provide the City of Decatur documentation on their good faith efforts to <br /> comply with the participation goals. Required information and documentation is <br /> included in the Project Manual and to be submitted with the bid proposal. <br /> REJECTION OF BIDS: <br /> The Council of the City of Decatur, Illinois, reserves the right to accept, renegotiate or reject <br /> any or all proposals and to waive any variance from the requirements of the instructions for bidders. <br /> At the discretion of the Council, required items may be submitted after the bid opening if there is <br /> sufficient compliance with instructions at the time of the bid opening to permit the City to determine <br /> the price bid. <br /> July 17, 2024 Matthew C.
