EXHIBITA— PAGE A2
SCOPE OF WORK
Introduction
JPL Environmental Engineering (JPLEE) has assembled a team of qualified experts to provide the
services necessary to accomplish the goals and objectives of the Pride of the Prairie Composting
and Food Waste Reduction Plan (Plan). The team includes John Lardner, PE , owner of JPLEE as
the project lead for performing regulatory review and design concepts for Tasks 4 through 8
listed below. He has experience in site location, planning, design, permitting, development, and
operations of compost facilities. He is a former surface water hydrologist with the Illinois State
Water Survey and understands the sedimentation processes at play for Lake Decatur. He is a
registered professional engineer in Illinois, and a long-time member of the US Composting
Council where has learned of successful public compost projects on a national scale from
industry experts through his attendance at their annual conferences.
A second team member is Brooke Beal, of CB Beal Consulting. Brooke has experience with a
solid waste agency whose responsibilities were to assess the needs of their service area and
collaborate with the agency's municipalities for solutions. His recent experience with private
companies as a waste disposal consultant provides expertise for assessing the organic waste
recycling market opportunities available to the City of Decatur (City) and its surrounding areas.
He will be the lead for Tasks 1 through 4 below.
The third team member for the project is Vytas Papedinskas. He has an educational background
in teaching and soil science and has field experience with using compost for agriculture
purposes both in large scale applications, and at community gardens. His operations experience
working at an operating compost facility will be valuable to leading the selection of processes
and equipment to support the identified mission of the project. He will be the lead for Tasks 9
through 13 below.
The remaining tasks 14 through 16 will be led collectively among each of the team members to
provide a strategy for the available organic waste stream, and resources at the 1120 S. Monroe
Street Property, that will benefit community members of the City.
I. Team Approach to Scope of Work
The Scope of Work by which the JPL Environmental Engineering team (JPLEE Team) will perform
the services, outlined in the City of Decatur Request for Proposal Project 2024-03, are
summarized herein. JPL proposes the following tasks to meet the scope detailed in the Request
for Proposal.
1. Assessment of Decatur's organic waste system
The JPL Team will evaluate and summarize the status of the City of Decatur's,
commercial business', educational institutions', and not-for-profit entities'
current collection and management of organic waste. This assessment will
include current sources and destination of organic waste material, generation
rates of each material by type (yard waste, food waste and wood waste), and the
amount of waste available to the City as feedstock for a compost operation.
1
