EXHIBITA— PAGE A3
Information relied upon as a starting point will include: the most current county
solid waste plan; information gathered for the grant application; and the 2018
proposal by Macon County to construct and develop a compost facility. Other
sources of material assessed include available lime sludge production from water
treatment facilities, and biosolids from wastewater treatment locations. The
assessment will provide the basis from which to evaluate opportunities for
recovering these and converting them into usable end products.
2. Organic waste regulatory review—
The JPLEE team will review the current local, state and federal regulatory
requirements for managing organic waste management. This review will detail
the requirements for collection and transfer, as well as the minimum location
requirements for siting organic waste management facilities. This review will also
detail the types of organic material that can be managed effectively by the City
using various processing technology and potential regulatory barriers.
3. Organic waste perception survey—
The JPLEE team proposes to assist the City in conducting a survey of stakeholders
to assess the perception of managing organic waste. This survey will include the
perception of collecting food waste from residents and businesses and how the
management of this material would affect the City. Interviews would also be
conducted to assess the viability, from the stakeholders' viewpoint, of the City
developing an organic waste management facility. At the conclusion of the
survey, we propose to convene a Working Group meeting to conduct a Strength,
Weakness, Opportunities and Threats (SWOT) analysis. As an outcome of the
survey, this technique will be useful as a takeaway for identifying and articulating
an enterprise strategy. It examines a variety of strategies or decisions necessary
for implementation of the Plan by listing the strengths and weaknesses that the
community can bring to the implementation of the City's Proposed Organic
Waste Composting Scheme. We suggest the City 'start with the end in mind'. At
this stage of the planning, it will be useful to define what success will look like for
the scheme. We propose creating a vision statement to identify the future that will
be created, and a mission statement to set the path, direction and impact of the
scheme for the City and stakeholders.
4. Conceptual design of an organic composting facility
The scope and scale of an organic composting facility is defined by many factors,
some of which are the following:
• Location and distance to odor receptors
• Subsurface soil and water table
• Available nearby water, wastewater and electric utilities
• Cost of land
• Volume of incoming materials
2
