<br /> Brownfields are real property, the expansion, development or reuse of which may be complicated by the
<br /> presence or potential presence of a hazardous substance, pollutant, or contaminant. This agreement will
<br /> provide funding for the City of Decatur to conduct eligible assessment-related activities as authorized by
<br /> CERLCA 104(k)(2) in Decatur, Illinois.Specifically, this agreement will provide funding to the recipient to
<br /> inventory, characterize, assess, and conduct cleanup planning and community involvement related
<br /> activities. The City of Decatur has compiled an initial Brownfields inventory of 114 sites, leaving the City
<br /> with blighted neighborhoods, underutilized commercial sites, vacant buildings, and empty vast parking
<br /> lots that once served the flourishing industry in Decatur. Environmental hazards at now shuttered
<br /> factories, railyards, and coal and bulk oil yards pose an immediate threat to the City's most sensitive
<br /> populations, including minorities, the impoverished, elderly, women of child-bearing age, and children.
<br /> Brownfields in Decatur have created a vicious cycle of environmental health hazards, disadvantaged
<br /> citizens, resource strapped governments, and decaying neighborhoods —these assessment activities in
<br /> Decatur are an opportunity to address pressing community needs like eliminating blight, addressing
<br /> housing shortages and benefitting low-income and minority populations through affordable housing, the
<br /> creation of community places, and the creation of jobs through the diversification of the economy.
<br /> Additionally, the recipient will competitively procure (as needed) and direct a Qualified Environmental
<br /> Professional to conduct environmental site activities. Also, the recipient will report on interim progress
<br /> and final accomplishments by completing and submitting relevant portions of the Property Profile Form
<br /> using EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES).
<br /> Some of the anticipated deliverables include reporting and cooperative agreement management
<br /> activities, inventory and guide site prioritization process with the community and our selected QEP,
<br /> Community Engagement, including the development of Fact Sheets, Website updates, and conducting
<br /> Public Meetings with assistance from selected QEP, on-going community education and engagement,
<br /> assistance with one-on-one meetings with property owners, municipal leaders, and community
<br /> stakeholders. Expected outcomes include market study planning and conducting 12 Eligibility
<br /> Determinations, 12 Phase I ESA's, a Quality Assurance Project Plan and Health & Safety Plans, 4
<br /> Sampling & Analysis Plans coupled with Phase II ESA's and 3 Supplement Site Investigations and Site
<br /> Investigation Reports for SRP enrolled sites, as well as 3 ABCAs/Remedial Action Plans. The intended
<br /> beneficiaries are the residents and businesses within the City of Decatur, but especially the underserved
<br /> populations within the target area, is bound by East Pershing Road to the north, East Lake Shore Drive
<br /> to the south, Martin Luther King Jr. to the west, and 16th street to east.No subawards are included in this
<br /> assistance agreement.
